DAILY POST.
Alex. H. Stephens a Union Man.
The Cincinnati Commercial, a Republi-
Can paper, publishes a letter from a well
known citizen ot Georgia, who recently
left that State and is no w within our lines,
i* 1 which the writer says :
“I cannot leave this connection with
out reference to Alexander H. Stephens.
Recently, if he had been permitted to go
to Washington, the world would have felt
his mission. He is Vice President of the
Southern Confederacy, ilia true, but to
this moment he is a Union man. I was
born and raised within eighteen miles of
him, and no man knows him better than
1 do ; we toiled together for the Union,
but when Toombs and the Cobbs kicked
noble Georgia out of the Union, he felt it
his duty to play a part. That part will
only be known to that God who caused
the shadow to go down upon the dial ol
A j - ® at Bt '* l Stephens is a Union man
ana a Christian.
If this statement be true, the late mit
sion of Vice President Stephens, which
the Abolition oligarchy at Washington
refused to consider, might have been pro
ductive of important results, had it been
held in the proper spirit. We add this to
the thousand evidences accumulating
everyday, which prove the administra
tion—President Lincoln’s letter to iho
contrary notwithstanding— to no 0 - V j £ • I

any fair or rational basis. War, the ad
junct of tyranny, and tyranny the destruc
tion of the Union, is the only logic of its
policy
The Percies of England.
The London Review, in on article on the
powerful family of the Percies the (lakes
of Northumberland) m England*, says of
the present dnke;
The fourth duke, Algernon, whe suc
ceeded in 1847, was first Lord of the Ad
miralty to Lord Deroy’s administration,
and has been noted for years for a liber
ality princely in its degree. He has boil;,
rebuilt and endowed more churches than
any peer in Great Britain, and he eslal
liahed at his own expense a complete ay;-
tem of life-boats along that wild north -al
coast where his name has so long be. a «
household word. The vast possessions of
his house have been increased to an exte-1
which probably only the duke knows ba
the development of the underground
wealth of his estates, and in ISO:). as i n
IdOO, there is in the north no rival in rn--,p
mlicence or social weight to the represen-
the Percies. Throughout that
great interval, the whole of our English
history, there has never been a period of
ten years during which the vote of the
Percy has not beeu of the first importance
to the government, scarcely a century in
which the lives and lands of the honse
have not been staked in defence of the
popular There is no other bouse

I Houses in Washington,
I A Washington letter writer save the de
j mand for places to live in, in W ashington,
lis treble the supply already, and when
Congress meets it will be as difficult to
I accomodate all the people as it used to be
on inauguration days. Such a thing as a
vacant house is unheard of. Ordinary
houses on the back streets, that once rent
ed for $l5O and $2OO per annum, are now
j commanding double that amount, and the
tenant often gives a premium of a hundred
dollars or so for the privilege of paying
such a rent. It ia estimated that Jrom
nve hundred to a thousand vacant houses
are needed at .this moment. Only the
rich can keep house*
I A judge in London has decided that a
lover can not have the aid of the law to
recover gifts made to a lady while court
| ing her. Mr. Raphael, who courted and
then quarreled with a pretty young Jew
ess, attempted to recover the v&lqh of a
clock which he gave her, but the judge
told him, “You should not give clocks to
young ladies, Mr. Raphael. You must be
non-Buited,”
is Assaults of the Administra
tion on Constitutional Liberty.
On this subject Wendell Phillips makes
the following reflections- in one of his
speeches
! “Bnt let me remind you of another ten
dency of the times. You know, for in.
stance, that the writ of Habeas Corpus,
by which government is bound to render
a reason to the judiciary before it lays its
hands upon a citizen, has been called the
- high-water mark of English liberty. The
present Napoleon, in his - treatise on the
English constitution called it the germ o
English institutions, Lieber says that free
meetings like .this, and a free press, are
the three elements which distinguish liber*
ty from despotism, and alltheSaxon blood
has gained in the battles and toils of two
hundred years, are these .three things
Now, to-day, Mr. Chairman, every one of
them—Habeas Corpus, the right of free
meetings and free press,—is annihilated in
every square mile r of the .Republic. We
live to-day, every Ohs' of fts; Ufldhr martial
law or mob law. The Secretary of State
puts into his Bastile, with a warrant as
irresponsible as that of Louis, any man
whom he pleases, and you know that nei
ther press nor lips may venture to arraigh
the government without being silenced ’
We are tending with rapid strides—yoh
may say inevitable; I don’t deny itj
necessarily; I don’t question it—we are
tending to that strong government which
frightened Jefferaon; toward thatnnlimited
debt, that endless army ; we have already
those alien’ add sedition laws! which in
1798 wrecked the Federal party, and sum
moned the Democrats into existences Far
the first time on the continent we have
passports, which even Louis Bonaparte
pronounces useless and odious; for the
first time lit our history, government spies
frequent our great cities.”
The estimates ot value of the husbands
killed during the recent riots in New York,
vary greatly, ranging ’from ten thousand
to .aß low as two thousand dollars.

A correspondent ot the New Bedford

scribes BOtne of the foreign ministers who
visited that town upon the invitation of
Mr. Seward:
“Are your nntraveled readers interested
in knowing how foreign government) look
in the persons of their representatives ?
Knssia is portliest in figure and most im
pressive in face 0 f all— somewhat Web-
Bterian. The Hanseatic League (Ger
man) comes next in presence, with the
addition of smiling sprighlliness, but the
subtraction of hair from nearly the entire
caput. Then comes England, full pro
portioned, dark complexioned, with much
energy of face and voice in speaking, but
soon relapsing .nto silence and a ratherish
simple expression, that is redeemed by a
thoughtful forward leaning of the head,
and an occasional wary glance of the eyes
—always very self-possessed and dignified j
withal, even to the very verge of precision.
Sweden is the fourth of the rotund gentle
men, very fat, squat and jolly,'with a jolly
round-top felt hat, and a young face.
“Of the ‘lean kind,' Italy takes the
lean, eminently tall and dark, frowsy hair
ed, and a bit outlaudish in dress. France
hardly loss in height, pleasant face, strong
nose, off-hand manner, jockey dre s al
