To the Editor of the Lexington (_Ky. ) Ob server. and Btporter » It is always "with regret that I find my self constrained to appeal to the public preas forany personal'explanation. The peculiar language of the resolution in which the nomination of me asa.cacdi datS Sir iSogrehs was 4nad£ By tte'Dis trict Convention which met at Lexington on the 12th day of May last, has led to ! comments and interpretations that aeem to require from me some notice. The res elution is iti the following words : i “Resolved, That the Hon. John J. Crit tenden haring expressed himself publicly as unconditionally in favor of put ing down the rebellion, by voting, if necessa ry, the last man and the last dollar of the nation for that purpose, we present hie name to the people of this Congressional District as the Union candidate for re election to the. National House of Kepre sentatives. ” As preliminary to what I wish to aay, I will state that when E received and accept ed the nomination I was not aware that any formal resolutions had been presented to or adopted- by the Convention.' Cnthe ;day preceding the meeting of the Conven cion I had addressed a very large assem blage of the people at Lexington, in which my views of the disturbing qnestionß of the day were freely and unreservedly giv en. It is probable that the author of the resolution had reference to that speech, and although I do not recollect (nor do I think I did make them) having nsed the phrases employed in the resolution, yet it would have bbeh strange if on thatocca sion, I, who had all along, in Congress in season and out of season, avowed myselt in favor of patting down the rebellion at all hazards and by all the lawful means in Our power, should have failed to express the Bams sentiments. I did express them Strongly—not as one seeking for him self, but as one earnestly endeavoring to impress upon the hearts of his country men a great national sentiment and dutv. The resolution, or rather the recital to it, is perhaps remarkable in several res pects, but conscious that the great body of the Convention (and hoping that there is not a single, exception) did not intend to Casi.apy riadOtioD upon me, I do not de* sign to say a word except in relation to a single Ttew ot the subject. An effort has been made, taking that resolution as the foundation for it, to pro dace the- impression that I came under some promises or pledges, or had taken Borne new position that would require me to ohang&my course ic the ensuing Con gress from what it had been in the last. Shortly after the publication of the reso i idtion the followtng editorial notice ap peared in the Cincinnati Gazette i j ‘‘Hon. John J. Crittenden wa9 .unani mously nominated for Congress, in the Seventh Kentucky Congressional District, by a Convention which met-at Lexington yesterday. He pledged himself to vote men and money to whatever extent may be necessary to carry on the war, and if he fulfils these pledges his record in the nhxt Congress will be very different from that which the Kentucky delegation made in the last. The nnconditional men con trolled the Convention.” It is against thi i construction that I make objection, as not true in fact and nn to myself. Having had no communi cation with the Conven ion, 1 presumed thpt in nominating me they were entirely satisfied with the public annunciation I had made before of my political opinions The address was a vindication of my course as their. Representative in Con grass, and not apologetic or vacillating in any sense of the term. I attempted no change of position, retracted nothing-, cohoeaed nothing.. No other inference codld fiiirlv brdrawh from it other then that I had maintained the‘sathe cohvio tiohs and should pursue the same course thallhad heretofore do ,e I said ‘hstthe guidiHg principle with me during the last Congress wea to vote for all legitimate and constitutional measures necessary to the; most vigorous and successful prosecu tiop of the war, and that I was opposed tp ail those measures of folly and fanati cism, vengeanae and abolition, which, du ring the latter portion! of the session, Were : ih|Boduced by the dominant abolition par ty. j In that class of expedients I inclu ded! ull tboae measures for penalties, for confiscations, emancipation of slaves, the raising of negro armies. Ac Most of these measures were in niy jodg meat unconstitutional, and all of them grossly expedient and impolitic. I have changednpne of. those opinions, andaVicmg.aamy-'cdnViotions remain an changed I will ; c©ot''nne : to pursue the course I haye= beretofow ndohei s: With -these avowals oh my part, no one can mis understand my poßitioapr.Taiftp-Antiei ;pata what my'course' wilt'be. I'desire no man's ,vote under a- misapprehension of iny views, and my object in this publica tion Is to remove the possibility of any «“»!■ being deceived in relation to 1 them. This; explanation would have been made at the time I appeared before the Conven tion,‘but I did not then know of .the exis tench ot the inhchfe'esof its terms. ;. nA pofnuiltteafrom tire Convention wait ed upon tne, informing me of mv pnani tnoua nomination, and a D - th% Cmiyimtioii: :: iq mme . J. CBIT.TENDEN, Napoleon on Centralization. The following important letter of Louis Napoleon on Centralization, has be«n written by the Emperor to M. de Bouher, President of the Council of State • Pal its »e Poktatstblead, Jana 24. M. LEpfaEsibEirT : Oar system of ceQ' tralization, notwitbstandinglts advantaged, hae had the serious inconvenience of pro ducing an ekeess of administrative con trol. We have already endeavored, as yon are aware, to remedy this Inconvenience'; but there still remains much to be dona. Formerly, the incessant control by the ad ministrative departments of a vast num ber of affairs had, perhaps, some reason, but now this supervision, is only an ob straction. In fact, bow is it possible to understand that some mere communal mat;er of secondary importance, and to which no objection can be raised, shoald [ require an investigation extending over a* least two years, caused by tbe necessity of reference to 11 different authorities 7 In certain cases industrial enterprises are! equally delayed. ! ' “The more I reflect on this state of af fairs, the more I am convinced of the ne cessity of a reform. But in those cases in: which the public good and private inter ests come in contact with each other on so maty points, the difficulty is to give each its due weight—securing to one all the protection, to the other all the freedom desirable. iThistaak will necessitate the revision of a great number of laws, decrees, orders, and official instructions, and the first step of the process must be a careful examination of all the details of our ad ministrative system, with the purpose of retrenching those which are supetfla oas “The several flections of the Connoil of State appear to me most fitted to eondoct this examination \ for, if they do not act administratively themselves, they see the action of all departments of the Adminis tration, They are the best witnesses that can be referred to. M I beg you, then, to charge the sections of the Council with this work, of which I conceive the plan should be this: In Bectlon the reporter should draw up a table of all the forms, the delays, the different authorities, and the various kinds of con trol to which every question is subjected. In a certain number of special tables, the form and average duration of each case tnay be stated, omitting any exceptional circumstances. The section will then state its opinion on the changes or Sorpres* 810D8 it may deem necessary. “On any matters not submitted to the . State the heads of departments will furnish documents of a similar kind, that may eerve as the basis of a genera examination by each Ministry. “As I attach great importance to this, I count on the enlightened zeal of the Conn cil of State to obtain a speedy and satis factory solution.
