Fourth of July: In three more days the Fourth of July will be upon us, yet we hear no note of preparation.. h appears as though all old time•honored customs, either hallowed by memories of the past, or participated in, iu commemoration of some stirring event in our national history, are dying out, and will` soon 'be numbered among the things that were. Some would probably contend that the present is no time to in dulge in celebrations. We contend that the present is the very time to celebrate the anniversary of the day that brought forth that noble instrument-which was but the forerunner of our liberties, and upon which we base our existence as, a nation. This; does not include other boats that have been, and are being built here at the pres ent time. The government has also taken since the Ist of January, 1863, the following boats built at Pittsburgh and vicinity, tind converted them into gunboats : Argosy, B. C. Levi, Brilliant, Duchess, Exchange, Glide No. 1, Juliet, Key West No. 3, Mary Miller, New Era, Orient, Romeo, Silver Cloud, St. Clair Silver Lake No. 3, and' Volunteer. The ' measurement of these boats amounts to 3,395 tons; the capacity to 6.410 tons, and the cost 258,- 000. It should be remarked that in every instance quoted above, the cost is the estimated, and not the actual cost. Hsi'road Ac c ident. On Friday afternoon, - the mail train North, on the Northern Central road, was thrown from the track about two miles south of Millersburg, Dauphin county.— The accident was caused by the breaking of an axle tinder the "express car, which, .together with the passenger cars, ran off the track, making a bad wreck. HARRISBURG, Jane 80, 1 P. M.—The city is quiet. There is no excitement. The soldiers are all at their posts. Yesterday 400 cavalry belonging to Col. Pierce's command, late Milroy's, had a fight with Imboden's cavalry at McCon nellsburg, defeating them, and driving them through the town. The rebels bad three killed. On our side two were wounded. We lost 88 prisoners. The rebel division of Gen. Early left for York this morning, taking the road to Carlisle. Gen. Lee is now concentrating his army in the Valley, between Shippensbarg and Cliambersburg, evidently anticipating an attack from the army of the Potomac. Gen. Ewell's rebel corps are still in front of Harrisburg, and may commence an attack at any time. PHILADELPHIA, June 80, 2 P. ia.--Infor motion was' received to-day that General Lee and staff were at Carlisle last night. A rebel infantry force was seen this morning about 14 miles from Harrisburg, marching towards that city. The telegraph wires are uninterrupted along the whole line of the Pennsylvania Railroad. The trains are running also, but slowly and cautiously to avoid sur prise. SECOND DIPATCH-3:15 P. M. , . . A dispatch from Harrisburg, received this morning states that the authorities of Harrisburg have information, apparently reliable, that Ewell 's corps, with a portion, of Hill and Longetreet's, will move to day towards Harrisburg. They number about 40,000 men. Rturrmorir, June 30 —The American of this morning publishes the following : A portion of the First Delaware cavalry which was stationed at West Minster, 28 miles from the city, was attacked yester day by the rebel cavalry, and a running fight took place,in which our cavalry were chased.to within five miles of the city, but some of them reporting at Headquarters. In the evening it was reported that a considerable force of rebel cavalry Was advancing towards the city on the Kiester town road. The preconcerted signal was immediately given, and the members of the Union Leagues promptly assembled, received their arms and marched to the barricades. The American says, we are gratified to be able to announce that the army of the Potomac is in rapid and successful mo tion under its new commander. .The char acter of this movement is such as will satisfy the country of the vim . , skill and goodjudgment of the new commander. We feel that we ought not to explain this grand movement in its present stagei; but we assure oar readers that it will give great satisfaction. C 01.1731 BIA, June 30.—S. S. Blair, Train Master on the Northern Central Railroad, left York at 8 o'clock this morning, when the rebels had all left except their rear guard, which was beginning to move off when he left. The rebels are supposed to be moving towards Harrisburg. They left unexpectedly and in a hurry. It,was reported that Gen. Pleasanton's outer pickets had been seen within four miles of York. The total demand on York by the rebels amounted to $300,000. The citizens raised $30,000 in Cash and subsistence, and the rebels allowed theta two days to raise the balance. No private families were molested and the citizens were all treated with respect. The railroad property was not disturbed, with the exception of about thirty old cars, which were at the shojis awaiting repairs. The railroad south of Glenrock was not injured in any way. The rebel force at York was not over 8,000, with 18 pieces of artillery. - The febel force at Wrightsville was 8,000, with 6 pieces of artillery. BALTIMORE, June 30.—The American says . We are not at liberty to give the pres ent precise position of the Army of the Potomac. Suffice it t 3 say that both rail road and telegraphic communication were resumed this morning with Frederick and Harper's Ferry, and that the rebel raiderti who occupied Montgomery County this afternoon to make a raid, moved from those locations. They also disappeared from Marrietteville and Sikesville, on the Baltimore and Ohio railroad yesterday af ternoon, and there was no enemy last nigh between the Frederick road and - the Pot omac. Gen. British Cargoes and Rebel Pirates The London Star, alluding to the de struction of British cargoes by the Ala bama, says : If British cargoes are wrongfully de stroyed on the high seas we must have an accounting with some one—either with the incendiary who applied the torch, or hitt employers who commissioned him so to act. We presume it is unnecessary to prove that the burning of a British car go, even when carried in, an American bottom, N as Unlawful as the burning of a British ship with British freight. While those nations which have not yet acceded to the propositions of the treaty of Paris may question the right of the neutral flag to cover enemies' goods, it is undoubted ly the law of nations that neutral goods found on board an enemy's ship must be restored or paid for. In the ordinary ..case these captures would have been taken to the nearest court of the belligerent, and that was ene mies prise property would have been con., detailed as good prize, while that which was the property of neutrals would be re stored. The Alabama is either a pirate or a Confederate ship-of war. If the former, she may be hunted down by any nation whose subjects or commerce she molests —nay, all nation's are free to avenge the wrongs of any one of the family, as a kirate is the common enemy of all man ind, The Holmes County (Ohio) Mot The Cleveland• Herald says that thir teen of the Holmes county rioters, who attempted to resist the draft, werebrought to that city as prisoners, on Saturday night,- and were lodged in jail. The Uni ted States grand jury has not been dis charged, and the prisoners will have a chance of getting a speedy trial. Two or three of the men were of those originally taken and afterwards rescued. --- JOHN T. Dial, a resident of Campbell county, Ky., has been tried by 2ourt-mar tial in Cincinnati, on the - charge of aiding or abetting the enemy, found guilty and sentenced to be shot. Jas. Clark Lisle, has been tried by the same 'court on the charge of entering the Federal lines at or near Jackson's Ferry, Clark county, Ky., in April last, as a spy.
