The President's Proclamation, callin for six months troops does not supersede 1 1 the order establishing a DepartmeritCorps, the nature of which tervice appears to be misunderstood. It is not designed to keep this organization in active service for any definite period, but simply to establish and keep up an organiaation for the pro tection and defence of the Department— that will be familiar to every one and effi cient when or,_aaized. After the p•rtien lar emergency is over, the tio..ips will be -sent to their homes, when they can assume their usual avocations undisturbed. They will be called out only on occasions of threatened danger, or periodically for in 1 1 spection and inst, action. For this last piirpose it is supposed that cn an average not over one day in the week will be m cessary. Provision has been made by some of the patriotic citizsns of this city, to ad vance the Government the necessary money to pay these troops regularly, so that they might not have to wait the action of Congress. William Golding was yesterday brought out of jail and taken before the Mayor for examination. Afar a brief examination he was re committed for ten days to await the result of Chambers' wounds. The soldier who gave him the gun testified that at the time he gave it to Golding it was not loaded, as he had snapped three caps du it and bad blown through it. A detachment of the sth Missouri and sth Ohio cavalry, four hut,- eired strong, under Major Henry of the sth Ohio, whilst on reconoissance were surrounded near Nemonds, Miss., on the night of the 18. h, by Gen. Chalmers with two thousand rebels. They were routed and the most of them captured or killed. Major Henry was captured. About one hundred and fifty of them returned. The enemy is moving along our whole line from Memphis to Corinth, cutting telegraph wires and damaging railroads. Sr. Loci June 22—The Democrats of Springfield in a dispatch say, that the clerks of the Assembly sealed up the jour nals of both houses, and placed them in the hands of the copperhead Treasurer. The law says they shall be deposited with the Secretary of State. The law also pro vides that the public printer shall have an official copy of each day's proceedings of the Legislature, which has not been com plied with. The clerks pretend to consid• er the Assembly yet in session. These ;journals are public property and open by law to all, even while the house is in sell sion. This is a part of a copperhead plan against the integrity of the State. C/ NCI XNATT, June 22 . — Yesterday about nine hundred rebels crossed' the river in the neighborhood of Leavenworth into Indiana. This morning they had reached Paolio, in Orange county. Their pur pose is said to be to burn the bridges on the Ohio and Mississippi Railroad.— Troops are moving to intercept them. . A Lieut. Col., Major and five other officers besides are wounded. A Colonel and a large number of wounded are left in the town of Upperville. In fact it was a mwit disastrous day to the rebel cavalry. Our ss has been very small. I never saw troops behave better or under more diffi cult circumstances.
