Upon taking the Chair, the Hon. Ellis
Lewis, Chief Justice of the Supreme Court
of Pennsylvania, and a gentleman distin
guished for his ability, patriotism and de
votion to the Union and Constitution, de
livered the following address :
FE Low-Cirizsixs :---Permit me to re
turn my thanks for the honor you have
conferred in selecting me to preside over
the deliberations of this large and respect
able assemblage of freemen. The object
of the meeting is to express "the juat in
dignation of the people upon the arbitrary
arrest, military trial and exile of the Hon.
Clement L. Vallaudigham, of Ohio.
As the Constitution of the United States
vests in Congreas all legislative powers
granted by it to the Federal Government,
it tollows that neither the Judge nor the
President can make any law whatever. It
thelbusiness of the judges to expound.
And of the President to execute the law
as it exists. Bat the Constitution of the
United States expressly declares , that,
l 'Congress shall make no latealiridgini the
freedom of speech or of the press, or the
right of the people peacefully to assemble
and petition the. Government for a redress,
of grievances." Tt further declares that
"the right of the people to be secure in
their persons, houses, papers and effects,
against unreasonable searches and (wiz
urea, shall not be violated ;" and that "no
warrants, shall issue but upon probable
- cause, supported by oath gr affirmation,
and. pai ticularly describing-the - places to
be searched and the persona or things to
be seized ; that "no person shall be held
to answer for a capital or otherwise infa
mous crime, finless on presentment or in
dictment of a grand jury, except in cases
arising in the land or naval forces, or in
the militia, when in actual service, in time
of war or public danger," and that "in all
criminal prosecutions the accused shall
enjoy the right of a speedy and public
trial by an impartial jury of the State and I
district wherein the crime shall have been I
committed." In addition to these impor
tans-provisions for securing the liberties
of the people, the Constitution solemnly
adopts and enforces the great principle of
Magna , Charta that "no -person shall be
deprived of , life, liberty, or property, with
out due procesa of law."

proaching election, when, by the votes of
an outraged people, State authority will
be restored to the :hands of the Demo
cratic party, who will use their power,
thus qaietly and constitutionally obtained,
to protect State rights, to rebuke and
check Federal usurpation, to secure the
permed immunity of individuals and
commence the reconstruction of the

authority. God forbid that the Amerioan

ruins of public liberty! So far as New
York is concerned, let it be proclaimed
from the house tops -, that no man within
her borders "shall: lie deprived of life,
liberty or property without due process of
law.

Remarks—Another change has taken place
in the weather. The fine rain that visited these
parts on Tuesday night will no doubt be of con
siderable benefit to our farmers and gardeners,
besides cooling the air and making it decidedly
pleasant for persons whose businera calls them
out. Our rivers remain low, and only the smallest
boats are enabled to run. Th anew steamer Echo
No• 2 left yesterday. It will be uncertain to say
when the next will go, unless we have a rise of
water. Business generally wasilull in all its va
rious departments, but as this is the dull season
of the year these things may be looked for.
Money matters.aro about as unsettled as they can
well be. Our people, however, have become so
used to this that little or no attention is paid thcm

sales being unusually limited. The "dead look"
between huyers and sellers continues without in
termission. The receipt. were small - by rail and
wagon. In the Eat and West the,market was
dull; sales could not be made unless at a decline.
