The object of the meeting is to express "the juat in dignation of the people upon the arbitrary arrest, military trial and exile of the Hon. Clement L. Vallaudigham, of Ohio. As the Constitution of the United States vests in Congreas all legislative powers granted by it to the Federal Government, it tollows that neither the Judge nor the President can make any law whatever.
