On Thursday night a spark from tho locomotive of a freight train, in which were several truck cars laden with oil in barrels. ignited one of the barrels near Kittanning Point, on the other side of the Tunnel, and in a few minutes four of the cars were in flames. The rest of the train , was-tat loose and removed to a safe die• tance, a work of some difficulty, and the four cars left to burn. Every particle of wood-work was entirely consumed. So intense was the. heat that the crossties of, the track on which the cars stood, arid also of the adjoining track, were burned nearly through and the rails so warped as to render it difficult for trains to pass.— The axles of the cars were melted down until they almost touehed the road bed, - and the wheels were bent inward.' The foliage on the trees were burned off or scorched for a distance of fifty feet on either side of the track. We did not as certain the names of the owners of the oil. toportaot to Hotel Keepers. The Commissioner of Internal Revenue has made public the following decision concerning licenses of hotel keepers and ligner_dealexe : 'The,Aot of Congress of the Ist day July, 1862, called the Excise Law, dig that 'every place where food ancek, are provided for, and furnished to tr“. lera and sojourners in the view ofpayment, shall be regarded as a hotel, inn or tavern, under the act.' In order, therefore, to be entitled to carry on that branch of busi ness which assists in accommodating tra• velere and sojourners with food and lodg ing for pay, the keeper must have a li• cense; and the class to which his hotel belongs, reckoned to its rental value, de• termines the sum" of moneg which the ' li cense will cost him. It that value is $lO,OOO he must pay .i 290 if it is but $l6O, he must pay $5. The license fee is graded according to the rent or rental value, and there are three different classes to which the fee assigned is less than "If to the business of providing for tra velers and sojourners, the hotel-keeper adds the retailing of spirituous liquors, he is required to pay an additional sum of $2O for license ; and this he must pay, whether his hotel belongs to the first, last, or any intermediate clafs. "By the 43rd section of the supplement, approved March 2rd, 1863, no alteration is made in the act of July 1, 1862, except . that the latter prohibits the person licensed to keep an hotel from selling liquors to be taken off the premises. This is intended to prevent an hotel keeper licensed to sell liquors as well as food and lodging, from pursuing. under cover of his license, a dis tinct brunch of business, and entering into competition with apothecaries, merchants or others, who may be allowed by the local law to sell, by retail, liquors to be carried o 8 the premises, and woo like the hotel keeper; must in each ease. pay for his pri vilege a lteznee fee of $20." There are a parcel of young men and half grown boys who every afternoon and evening congregate on Duquesne Way from the St. Clair street bridge to the Scott House, who annoy passers by in every conceivable manner. On Satnrday afternoon as usual these worthies were assembled at their anal place of /confine, waiting for some poor defenceless victim upon whom they could exercise their villainy. They did not have to wait long A little news boy, wholly unsuspicious of danger was passing along, intent only upon - selling his papers, when a scoundrel who was setting upon the stein of the brewery, thinking no doubt to have some sport,.-plOked tip a stone and throw it vio lently at the little fellow. It struck him upon the head and knocked him senseless; it fact at first it was thought that he had been killed. A Good Move. To-day inaugurates a new era among the variety stores of the city. From and after to.day all the variety stores will close at six o'clock, P. M., in order that the clerk-sand - employees may have some time to devote to recreation, and improvement. The proprietors appear to be as well pleas: ed with the arrangementasthetimployees. We learn that some other departments of business are,abont to follow the same praiswerthy example. 011 Trouble In England. We clip the following, from-the Goal Oil Circular, showing that paid', places besides Pittsburgh have their difficulties concerning Petroleum : Oa Monday week, the Town Clerk of Newcastle - uon-Tyne aped the bench for a warrant p to seize about to two hundred casks of Petroleum. The casks, he said, were in a warehouse in Low Street, and Mr. J. S. Alcock was apprehensive of dam ger, and could state upon his oath that theycontained Petroleum within the mean ing of the Act of Parliament. After they were seized, a portion of their contants would be tested to see whether it was Pe troleum or not. Mr. John S. Alcock, ship-builder, Low Street, was then sworn, and said the oil was the property of Mr. Grimshaw, grocer, High Street. He was the casks yesterday morning, and he be lieved they contained Petroleum. He considered that there was great danger in having them where they were. So much so, indeed„ that he was going to remove his books from the office, and he would get a ship—now ready to leave the ship way—off as soon as possible, and he would not take another on until this material was removed. He had seen Mr. Grim shaw, who had refused to give any sisfactory answer. Mr. Grimshaw had ho at wever, shown him a letter which stat ed that tie Petroleum was not ig nitable, but witness believed it was.— A representative of Messrs. Potts Broth ers, ship builders, Low street, was also present to make a similar complaint, but lae was not called. The Town Clerk said that the owners might even be indicted at common law. The Bench granted the order for the seizure of the oil. On the following day (Tuesday,) the Town Clerk again attended the Court, and said that - oder the execution of the warrant the 'etroleum had been seized, and a portion it had been examined by Mr. Nichol a pharmaceutical chemist, who was . ualified to test such substances, and he reported that its gravity was seven eights; in other words, that it would not explode under 100'. It exploded at 12.6°, at 125' the vapor would take fire when a flame was near to if; at 140' it would light readily; and at l-1- - )" it would explode violently. According to the Act of Parli amdtit, the authorities could not interfere with it unless it would explode under less than 100', Alderman Ca d ish : Then it is out of our jurisdiction and out of yours The Town Clerk : Yes, your worship.-- The Petroleum will therefore be allowed to remain where it is. Indecent Exposure. We have twice before written articles about the shameless manner in which some half grown boys, expose themselves by bathing in the Allegheny river within the city limits, in broad daylight. On Saturday we noticed them again without any regard to decency going in the river from off the i afts and boats that line the wharf from Hand street bridge down to to the point. Saturday afternoon com plaint was laid before Alderman Donald- Pon of the outrageous conduct of these de. based and shameless fellows, by gentle. men whose residence s skirt the river, showing that it was impossible for the ladies of the diflerent households to go to the front of their dwellings at all, without having their delicacy outraged by scenes that 1; culd bring a blush to the chock of any man of common decency. Cannot this be stopped:' Is there no law to punish these violators of public decency' if there ie, let it be put in force, and let these fel. lowa see that although lost to all .:bame themselves, they shall be made to regard the feelings of others. We hope that this matter will be attended to forthwith, for it is becoming a great nuisance. Morn ing, noon and night, it is the same thing, without regard to who may be in sight. On Sa.urday afternoon as a little daughter of Dr. Hamilton's, aged about six years, was standing on a chair, leanin out of the second story window, it lost its loatauze and fell to the pavement below.— It started out head foremost, but turned in the fall so that it did not strike on Its bead. At first when it was picked up it was thought it was killed, but it soon re covered, and it was found that not even a bone was broken. Yesterday afternoon it was going around as usual. Its escape from instant death was almost miraculous. Exports -- of OIL • From the Philadelphia Coal Oil Cir• rular we condense the followinginforma tion in regard to the exports for the past week from different parts of the LTnited States. The exports -fioth Philadelphia, for the week ending 'May 30th,-, 1863, a mounted- to 63,03.. gallons, valued at $22 : 321; -from New York, for the week ending May 28th, 1863, 328,944 gallons, valued at $130,584: from Boston, for the week ending May 28th, 1883, 42,316 gal lons. Even far off Africa comes in for its share of exports, 250 gallons have been sent there since the Ist January. The least quantity (120 gallons) has been sent to Malaya, while the largest shipments (1,423,746 gallons) have been sent to Li verpool since January Ist. The total ex ports from Baltimore since January lst, amounts to 498,280 gallons. The total exports from all ports since January let amounts to 15,057,963 gallons or 376,449 barrels. We also learn from the Circular that Mr. Boult D , an intelligent member of the Liverpool Dock Board has ventured to advocate the use of Petroleum for the Mersey light houses, instead of the more expensive article of Olive --- George K. Stuart. This gentleman, who is so thoroughly Identified with that noble body, the Chris tian Commission, as to be the very life of it, spoke last night to an immense audi- ence at the Central Presbyterian Church, in Allegheny. Although benches were set clear out on the lobby, still a great many were obliged to go away, not being able to obtain even standing room. Mr. Stuart left a sick chamber to attend this meeting, and although weak, and far from well, he has lost none of the persuasive eloquence, for which he is in so eminent degree rental kable. He appeared without any exertion at all on his part, to exercise the most perfect control over the feeling of his audience. His narration consists of his own personal experience in the camp, and in the field, together with that of others which have come under his own personal observation. Oar position last night as a "lobby member" rendered it impossible for us to catch his entire speech —no, not speech—his narrative,. In the manner of his address, he more resembles Prof Stowe than any man to whom we have ever listened. To-night Mr. Stuart will address the people in the First Eng. lish Lutheran Church, (Rev. R. Hills) in Seventh Street.
