This one was in tended to be a short-cat to 'Cleveland, I 1 avoiding the delays incident to the passage ' through. Pittsburgh. The route surveyed starts from the Pennsylvania Railroad, at Blairsville, and, following the valley of the Conemaugh river to Freeport, then strikes off to Newcastle, Lawrence county, and so joins the Ohio section, which is called the Cleveland and Mahoning Rail road, and which was finished long ago, in expectation that our division would be also. The Northwestern line, however, was a disastioal &Mre, and broke .down so badly that we presume the whole of the investment in it is sunk. Under the act of Assembly a new corporation :is or ganized, called the West Pennsylvania Railroad Company, and this has taken the unfinished work, built by our money, and is now completing it from Blairsville to Freeport, .a distance of about fifty miles. It — will be ready for the cars by the middle of next fall. At Freeport it will connect with the Allegheny ValleT Railroad, but as that road is only built to Kittanning, the great object of reaching the oil trade cannot be effected by it, on. less the road be at once pushed forward from Kittanning to Franklin, a rather formidable undertaking. The connection with the oil region, however, will be made at Freeport by means of the navigation of the Allegheny river, which is the great highway of the trade, and to facilitate this a large oil de pot will be erected at Freeport for the shipment East of the oil arriving by river. At present the oil goes to Pittsburgh, and is there shipped East by the Pennsylva nia Railroad. Practically we cannot per ceive that the route is of any real advan i tage ao far as the oil trade is concerned, for when once embarked on the river, it costs no more to take the oil to Pittsburgh by water than to stop at Freeport. • More over, the facilities of Pittsburgh for ship ment must, of course, be far greater than they could possibly be at a way station on a side route. To obtain the oil trade it would be pref erable to build the Allegheny Valley Rail road from Kittanning to Franklin,in which event this new road from Blairsville to Freeport would become of great use. The' route it traverses being along the line of the canal, it must to a considerable extent injure the business of that work. And here again the question occurs, if the oil trade is the desioleratum, why not ship the oil on the canal at Freeport from the river, and so . convey it to Blairs- ' ville at leas rates than by rail? Or why not ship it in canal boats at Franklin, and send it in the same bottom all the way to Blairsville. If water transportation be cheaper than that by land; as who can de ny that it is, surely it is a great oversight to neglect such advantages as we have here described. As a tributary to the main line of the Pennsylvania Railroad, this new road will be useful. It traverses a country which has hitherto been destitute of railway fa cilities, and reaches the Allegheny valley at a very importait point. We presume that the effect of it will be the prompt' prolongation of the valley railroad to Franklin, making the work practically be gin at Blairsville and end at Franklin.— Before that can be done the new road from Blairsville to Freeport will, with the valley road from Freeport to Pittsburgh, constitute a new through route from Blairsville to Pittsburgh. As yet we hear nothing of the completion of the West Pennsylvania Railroad from Freeport through Butler to Newcastle, a fine, flourishing and populous region, which would support a road handsomely. This is the route for which Philadelphia subscribed her money, and which4would be valuable' to her. It would also bring a great deal of trade to the main line of the Pennsylvania Railroad which other wise will be apt to go North of us, via the Atlantic and Great Western road to Naw York. - Merry Hospital Fair. Let all our readers bear in mind that the fair for the benefit of the Mercy Hospital is now open every night at Concert Hall. It is well attended and none who go fail to pass a pleasant evening.. So good a cause should need no commendation at our hands, especially when every visitor gets the full value of his money in social enjoyment, and we only mention the fact as a reminder to each as might not re member it. Presentation. Dr. Thomas H. Elliott, late of Alle gheny city, now of Homewood, Hospital, Washington city, was last week presented with a sword, sash,thelt, hat and trim• mings, gauntlets, shoulder straps and gilt cord - for pants, by the detailed men and patients in his ward, "Barrack 5." One of the nurses made the presentation ad dress and the Dr. responded in a few ap propriate remarks. More Rebel Prisoners. The train from the West yesterday noon brought a number of rebel privates, some forty in all, on their way East, to be exchanged, and about thirty-five pa roled rebel officers; all from Johns' Island, on Lake Erie, near Sandusky City. The officers were generally fine looking men, dressed in good uniforms.— They were allowed the' freedom of the city, and strolled about until the departure of the next train East, attracting great at tention. The privates were, on the con - Iraq, poorly clad, and presented the same general appearance as those who have been passing through for the past week.— The entire party left by the Baltimore train in the afternoon. The effects which add so much . to' the exhibition are well introduced, and give to it so much of reality that one almost fan cies himself in the midst of the battle. Ile pictures are fully explained to the audience by an instructive lecture, and the intervals are filled by well executed instrumental music. Indeed, the propri etors, Messrs, Clapp, Stanley & Co., are entitled to the thanks of this community and every other where they exhibit the Polopticomorama, for affording so much instruction and amusement at so small a cost. They report that their whole company is coming soon' as an opportunity is presented, and that the destitution of food is the cause of. their deserting and that their troops can not endure the want of food aed clothing ' ; I much longer, and for that reason Rich mond is soda to be evacuated. The steamer State of Maine left here at noon to-day for City Point, with 600 rebel prisoners for exchange, in charge of Capt. John E. Mulford. The steam tug Freeborn left this morn ing to relieve the steamer ashore at Cedar Island. No assistance could be sect sooner from the.severity of the storm. The schooner E. W. Perry, loaded with government coal from Philadelphia,bonncl to Newbern, N. C., put into Hampton Roads, having her sails carried away. The British frigate Rinalds sailed from Hampton Roads to-day. Two of the most prominent of the offenders who were 're cently captured,together with their goods, were brought to-day to Washington. On the opening of the new court today Chief Justice Carter charged the Grand Jury in relation to the law for the prevention of frauds on the Government and that for the punishment of treason In regard to the latter he said their careful consideration of this charge was demanded by the times and by the place in which they were called on to aid in the adminlstration of the Constitution and laws. This city, he said, stands on the border line between loyal and disloyal States. There are stilt ldfc among us many who, if they are in any sense loyal, love their country with a divided heart. There are some anions us, it is feared, who are traitors, and others who aid and comfort re bellion. •It is therefore of the ut most 'importance to the whole coun try that the Capitol of the United States should be free of -any taint of dis loyalty. It is an important step towards restoring public peaca and tranquility, that all who aid and assist the enemy should discontinue their offences or be punished according to the law of the land. The National Administra tion is nobly sustained in all its measures for the vigorous prosecution of the war.
