The Army Regulations. The Board of army officers called to revise the army regulations, have nearly completed their labors. They 'have made many changes. It is upwards !of twenty years since any alteration has before been made. Major Gen. Cadwallader, who has been on this Board, will be assigned to field dutras soon as this work is com pleted. Fitzhugh Lee in the Shenandoah. On Monday a Provost Marshal's officer I at Baltimore seized a carpet bag on its way to Richmond. It was found to contain packages addressed to various distin guished individuals in the Smith, from Baltimore secessionists. Among other things it contained a splendid pair of boots for Jeff Davis, and two fine linen night-gowns, elaborately embroidered a present for Mrs. Jeff. Davis, from her la dy friends. It has been suggested to-send these night - gowns to Mrs. binge4a,__ E cruples. "The Quaker soldiers are udt all who entertain scruples," says Dick. "I pro pose to have a few myself. A letter from 'Havre published in the Akhbar, mentions the "Havre, at that portof 22 bales cotton 11C 80c, the killogramme, imported from Algeria. The letter adds that the lain Georgia cotton of the same description only fetched 10f. the kilo gramme, and that the 22 bales above men tioned were found to be superior in quali ty to the American.
