Tel .. r In Common Council, after prayer by the clerk and the reading of the minutes, sun dry petitions were accepted against any restrictions of the oil trade by ordinance. Also a remonstrance against-the exclusive use of the Allegheny wharf below the St. Clair bridge for the landing of oil. S. C. concurred. Mr. O'Neil, from the special committee to report an ordinance with regard to the storing of oil, presented an ordinance on the subject, setting apart for the landing of oil that part of the Allegheny wharf be low the St. glair street bridge, under re strictions.' A - minority. report was also pre seated against the landing of crude oil within the city limits. The reports were read and accepted and the ordinance was taken up, amended in several particulars and then laid over under the rules. Sub sequently, on motion of Mr. O'Neil, who was absent when the vote was taken, it was recomidered the rules suspended and the ordinance finally passed by the follow ing vote : AYES—Messrs. The ordinance provides that hereafter no crude oil or empty barrels or vessels shall be stored or deposited within the city limits, except on the Allegheny wharf, from two hundred feet below the St. Clair street bridge, under restrictions, as fol lows All boats containing oil in balk to be safely covered with boards and landed within 1,000 feet of the Point; each boat while lying there, to pay wharfage at the rate of one cent per barrel for the first day, two cents for the second, three cents for the third and one cent per barrel for each subsequent day and a like Bum for each barrel, full or empty, left on the wharf. No oiliefineries are to be permit ted in the city, and no refined oil in greater quantities than 250 barrels shall be stored in any cellar or buildins within the city limits. The owners of oil. landed .at the wharf are to make oath to the wharf master of all oil received by them or their agents, in bulk or barrels, within twelve hours after its landing. A penalty of $5O is imposed for violating the ordinance, re coverable -before a magistrate, half of which is to go to the informer and the rest into the City Treasury. The last section sets forth that nothing in the ordinance shall be construed as giving the oil men or the oil trade the exclusive use of - the part of the wharf set apart for landing pil, or giving them any greater rights or privileges to the wharf than other parsons. The clerk was instructed t. 3 notify the Mayor of the resignation of Mr. Rowbot tom, 'of the Sixth Ward, and request him to issue his proclamation for an -election to fill the vain:icy to be held on the second. Tuesday of March. Mr. O'Neill offered an ordinance regu lating the pay and appointment of the day and night police. It fixes the salary of the Chief of Police at $550 per an num, of the day police, not exceeding six in number, $4O per month. The nightpolice to be appointed like the day police by the Mayor, with the consent of the Police Committee, are to receive SL2S per night, the Lieutenants $37 per month and the Captain $4O per month. It pro vides for the prorata deduction of the salaries of the day police for every day he may lie absent from his regular_ duties, and makes it incumbent upon the MaYor's clerk to keep a record of the days they are on duty. - It also makes it unlawful; for the chief or any of the day police to receive any fee, pay or reward, dther than his regular pay for arrests or commitments for vagrancy, drunkenness, disorderly conduct or violation of ordinan ces, and prolldes. for the discharge of any officer who neglects or refuses to peyform any .duty, -`or shall receive any bribe or illegal - fee or re ward, or be guilty of fraud, eppression or, extortion in discharging their:datlei---not to be reappointed` without the unanimous Consent;of Police shall approve the bonds of ail the police,officers and file them with tha . Mr. Richardson asked who took Vir ginia out of the Union, the men' who opposed. the Democratic party, while the Democratic portion of the State re mained loyal, and is now set off into a new State.
