Our Washington correspondent partly eactises the misuse made of the telegraph lately, on the ground that General Burn side wished to conceal the necessity of his evacuation of Fredericksburg from the en emy, and that the War Department wished to prevent a panic in the great cities. General Burnside's reason is a good one for not allowing any r.eports to be sent; but it is no excuse for false reports. Nei ther he nor any one else has a right to con vey the impression that we babe gained a considerable success when in reality we have suffered a terrible defeat. Besides, it is not from the, newspapers that a vigi lant enemy learns the force or position of his 'oppOnent. He gets that .knowledge from his spies and scouts, and from his agents within the very lines of the other army. As to the pretext that the War Depart ment wished to prevent a panic in the cit ies, we have too much respect for Mr. Stanton's intellect to suppose any such thing.
