THE CRISIS OF LIBERTY I - - The President, has followed up his Southern negro abolition proclamation, by another, directed against the rights and liberties of the white men of the North.— He declares that all persons discouraging enlistMents or guilty of any disloyal prac tice, - shall be subject to martial law. Now we colidei?nn, as strongly as Mr. Lincoln, the ofliences here enumerated, and declare that those who are guilty , of them ought to be punished—but punished by law. Mar tial 14 is for soldiers, not for civilians, unlessl l in case of extremity, it be declared in a particular place, and then the civil tribunals are, at once, deprived of all their functions. But here, and for the first time in any country governed 'by law, a vast nation:is put at the mercy- of military tri bunals, while the civil courts continue to act, so" far as permitted by the President. The proclamation next declares that the writ oil habeas corpus is suspended in res- - pect to, all persons arrested, or who are now, M- hereafter, during the rebellion, shall be imp - risoned in any fort, camp, ar senal, military prison or other place of confinement, by any military authority or by the sentence of any court, martial or minim* commission. In the enumeration of the powers of the President there is no such grant. The general government is not an origi nal sovereignty, but the creature of ,the Constitntion, by which the people of the States delegated to it a portion of the per fect poliltieul power which they possessed. In the!face of all this the President, of I his own inere motion, has proclaimed that all the people of this great nation are prostrate at the feet of military. power, without even the privilege of appealing to the courts of law, Any attempt to elaborate the argument madebyithe Constitution itself would be in vain. - The action of the writ can only be sus fended, even by Congress, in ease of inva• sion or rebellion. The President's proe lamv.tionisuspends it in those Slates where there is no rebellion, and is wholly inef fective in the States where rebellion actu ally exists. Noreen jibe suspended, even in case of rebellion, except when the public safety requires - it. Does the public safety require it in the Northern States, where every call of the executive for means to put down the rebellion has been met, regardless of sacrifice and suffering, with instant alacri• iv? Take Pennsylvania, for example. What need that the fathers, sons and brothers of those whose precious blood has been poured out, without pause or stint, at the call of the I'resident, should now be declared, by that same President, out of the pale andprotection of the law, for the vindication of - which they have given the lives of their dearest relatives? There are no disloyalists here, except, perhaps, an utterly 'lnsignificant number of Mad Abolitionists or visionary specula tors. Where, then, the necessity for this extraordinary act? Have the ordinary tribunals been derelict of duty, or shown any leaning against the government? The Washington correspondent of the Chicago Times,in his letter of the Taliinst. writes: The most important action of the Gen eral Episcopal Convention, now- in ses sion at New York, affords a striking illus tration of the old proverb that "fools rush in where angels dare not tread." It ap pears that some of the radical politicians here, aware that the convention would meet, and that it would be composed of the most distinguished divines of the Church, the representatives of one of the most powerful religious bodies in the country, determined, as a part of the plot for introducing discords and divisions everywhere, to procure the passage of a resolution by the convention, which,while worded so insidiously as to appear to be highly patriotic, should yet, in effect, be a tremendous wedge which should rend asunder the Episcopal Church, as the Bap tist and Methodist Churches have already been rent, asunder. Accordingly, theplot- Aers went from here to New York, where they ingratiated themselves in the favor of two or three clergymen who were unhap-, pily weak enough to listen to their artful tale. They did not scruple at tho false- ' hood of declaring that they came there at the desire and as the athbassadors of the President, and that it was his earnestwish that the convention should pass a series of strongly loyal resolutions, which should hint the,Church throughout the country, so far as that could be done, and which, at least, should make it obligatory on every Episcopal clergyman in the land to read in his church a prayer for the success of all the measures of the administr .tion: this prayer being worded in such terms as could not fail to be distasteful to every sincere Christian and every free American citizen, of whatever denomination. These clergymen were pointedly assured also that the President would not forget these members of the convention who should 1,, most active in procarinL' the passage of this resolution, nor, on the, other hanif, those who should dare to oppose it.
