WEDNESDAY MORNING, AUG. 27 CITY AND NEIGHBORHOOD INTELLIGENCE Paid OM Two companies of Major Moody's Semple Infantry marched in from Camp "Lowe yesterday afternoon and .received their $lO bounty and county certificates from the Executive Committee. Ite.r. M'Aboy was in cutup ready - to advance to such as desired it 540 cash on their "bonds,'' agreeing, it is stated, to sur render them on repayment of that sum, without interest. The One Hundred and Thirty- Ninth. Col. F. H. Collier arrived yesterday from Harrisburg with the commissions for himself, Lieut. Col. J. I). Owens and Major W. H. Moody, as field racers of the 189th regiment, composed of the fol lowing companies, assigned to it by Adju tant General Russell : M Semple Infantry, Co. .A, Capt. W. H. oody. Semple Infantry, B. Capt. R. Munroe. Semple Infantry, C, Capt. E. M. Jen kins. Semple Infantry, 11, Capt. W. C. Stew art. Graham Rifles, Capt. J. Sample. .Rudd Infantry, Capt. J. A. Donald. Logan Guards, Capt. G. W. Marsh. Dudley Infantry, Capt. J. G. Parr. Armstrong Guards, Capt. J. L. M . Kean. Mercer Guards, Capt. A. IL Snyder. All but three of these (two from Arm strong and one from Mercer county) are from Allegheny county. The material i s good, and we have uo doubt but the regi ment will give a good account of itself. The 139th is now under marching orders to proceed to Harrisburg without delay. The companies will be uniformed to day. and leave for the East at four o'clock to morrow. They will be furnishotl with arms, knapsacks, blankets anti canto equipage at Harrisburg, and most likely sent on to Washington at once. The Beerniting Business. Ot course tha Chronicle is entitled to its opinion as to the effect of a smaller num• ber of recruiting officers, but "if there had been but twenty-five instead of fifty" at work, is it not as plain as figures can make it, that unless all those officers had recruited twenty men each over the maxi mum, the 3,000 men required for the new regiments could not have been raised and the draft avoided. We are confident that had more recruiting officers fa. ti,, nine months' service been at work we should have raised fifteen companies instead of fourteen, as nothing was left to consolidate into another company. But lest we should fail to convince our neighbor without plain facts, we will state that only twenty-nine companies of three years' men were being recruited here by .authority of the Governor, through the intervention of the Executive Committee. If all these had been filled by the :2•2d the !number required to fill the requisition for the new regiments (3,000) would net have been made up by one company. Another Company from Retler. Capt. Pillow yesterday brought in the Sixth company from Butler county, with more than the full complement of men, raised in and about Prospect and Centre viller They left for Harrisburg by the four o'clock train and were conceded to be a fine body of men. Recruiting still goes on well for the old regiments and there will be no drafting in Butler county. The alacrity of Western Pennsylvania in volunteering in this crisis is beyond praise. Mutes. "111. R. EDITOR -Will you be so kind as to inform me whether able-bodied mutes will be accepted if they volunteer ; and if they must stand a chance of being drafted as well as others ? Ido not see any reason why , we should be exempt from the draft or denied the privilege of fighting for our country. I think the information would be acceptable to many others than my self. INQCIRER." We -are sorry to dampen the patriotic ardor of our correspondent; but the law is plain, and those deaf or mute cannot ice taken as volunteers, and would, of course, be excluded in the draft. The propriety of this course will be seen if the corre spondent above will place himself in the position of demanding or being obliged to give the countersign. Practical Patriotism. In a squad of men which J. T. Power brought down from Elizabeth to join Com pany B, Kier Rifles, were a number on whom families dependedi for their support. When they returned on furlough, on Sat- urday, almost every merchant in the vii. lage took one of "their bonds" forits face, and will support their families., This is a most worthy example, which we hope to see followed. For Gen. Coreoran's Brigade. The initiatory eteps, it is said, have been taken here to raise four or five com panies for Neu. Corcorans brigade, among our Irish fellow c itizens. Maj. Maurice Wallace. of the 63d, a brave and experi enced officer, is spoken of to command the new companies. Blackwood. Blackwood's Endinburg litagazine, for August, is laid on our -table by Henry Miner, Lyon's building. Fifth street, the local agent. Its contents are interesting as usual, and will be attentively read by the many admirers of this popular periodi- cal. New Counterfeit. A new counterfeit ten.dollar note on the bank of Montgomery county, Pennsylva nia, is now being circulated : Vignette, goddess of liberty, reclining; portrait each side of vignette; on right end male and female reapers, above; on left end, canal boat, "10" above; imitation of genuine. Later from Minnesota. de., de., de., ete. FARTHER POINT, „Au g ust 26.—8 y the steamship Hibernian, which passed this point this morning, we have received the thllowingly highly interestimr ' letter, writ ten by Earl Russell to Mr. Stuart, in re ply to a dispatch from Mr. Seward: Earl Russell to Mr. utaart : FOREIGN OFFICE, London, July 28, 1802. Sin—l have lest hitherto unanswered and unnoticed the dispatch of Mr. Seward, which Mr. Adams delivered more than a month ago. I have done so partly because the military events referred to in it were, in the opinion of her Majesty's govern ment, far from being decisive, and partly because there was no proposal in it upon which her Majesty's government were called upon to conic to any conclusion. Events subsequent to the date of, Mr. Seward's letter have shown that her Maj esty's government, in their opinion of the first of these points, were not mistaken. Victories have been gained: reverses have followed; positions have been reached in the near neighborhood of the capital of the rebels, and these positions have been ac companied by great loss of life in battle and in the hospitids .while such measures us the Confiscation bill have passed thro' both houses of Congress, and, with the proclamations of (f Railer, at New Or leans, bear evidence of the increasing bi terness of tie api , roach of a .=•ert ilr War, much insisted upon by Mr. Seward in his dis 'quell, only forewarns us that anotlicr cle ment of destruction may he added to the losS of property and waste of industry which already afflicts a country so lately prosperous.
