At liverpool, sixty-five miles up the river, the rebels have an ingeniously contrived raft, which is a perfect lock against ascending boats. They also have a battery on shore at that point. In addition to the above named vessels there are about thirty river steam ers up the Yazoo river. NEW YORE, July 31.—The steamer Alan • tanzas has arrived at this port this evening from New Orleans on July 25th. Gen. Butler had ordered that all ne groes sent out by their masters to leave and join the ledemls, shall be regarded as emancipated. The masters had endeav ored in many cases to reclaim them after the use of such expressions. Gen. Butler in a note to lieverdy John son says no merchandize whether cotton or sugar will in any event be seized or confiscated by the United States authority there. T. H. Parish, the agent of the itoths childi3 in New Orleans, had committed suicide. A number of persons had been arrested for an attempt to assassinate Thomas S. Burbart and his brother, among whom was Andrie De Linde, a brother-in-law both of John Slidell and General Beaure gard. The price of flour had fallen to Sl5 per barrel'. 4-Us-CASTER, July 31.—A new camp was established in this city a few days ago.— Capt. E Franklin was appointed command ant,and Capt. Edward McGovern detached from the Seventy-ninth Pa. volunteer, as military instructor. Camp equipage and uniforms for new regiments will arrive to morrow. About 600. men have been sworn in and the regiment will be full in a week. A grand war meeting will he held on Saturday nextat 2 o'clock. Addresses by Daniel Daugherty, Col. WASHINGTON, July arrangem ents Preliminar y arrangements were made to-night by a number of gentlemen, with Senator Pont roy as chairman, for a public meeting to encourage recruiting for the army, etc. President Lincoln will be invited to pre side. The prospect is that a large sum will be subscribed to facilitate this pa triotic movement. A great many applications are made at the War Department by individuals for authority to raise regiments in the loyal States. None of these applications are granted, because the entir e control of the new regiments has been given to the Gov ernors of the respective States, until the' are ready for service. LEAVE:MOUTH, July ces the Southern expedition state that the Union troops were falling back to Hud son, crossing the Neasho fifty miles south of Ft. Scott. The cause of this backward movement is not stated. A detachment of Gen. Brown's com mand, from Springfield, itio, was at point thirty miles north of Ft. Smith on the 28d inst. The rebel Gen. Brecht, of the 18th Kentucky, who was in pursuit of a gang of one and twenty-seven rebels, under Corbin, overtook them at Mount Sterling. killing thirteen, and tak ing ninety-seven prisoners, including Cor bin. Eight prisoners of the same gang were taken elsewhere, leaving nine only to escape. Major Brecht, who lost none of his men, returned to Lexington this morning, with three prisoners. The Dime having* Institution. We learn that this institution is doing a fine business. We were prepared to bear of its success, knowing that savings banks in other cities have been very successful. The Eighth Annual Report of the Boston Five Cents Savings Bank shows that the amount standing to the credit of its depos itors is 52,788,529.58,with25,359 depositors from all ranks and occupations of life. In Hartford, Lowell, and other New Eng land towns, these institutions have been established for many years, and have, been proportionately successful, and itr New I ork and Philadelphia they are very, popular as depositories. In the former city, the "Bank for Saiings," (vide its forty-second annual report) has a deposit' in round numbers of $ 10 ,000,000, due to I I 52,480 depositors, no one deposit exceed ing $l,OOO. The aggregation of large cap ital from small sums is certainly to be de sired in a city like ours—the employment of this fund, otherwise lost for business purposes, serving to quicken the impulse of trade, and thus benefit the community at; large. Slate Educational Convention. This body, whose firstsess ion tookplace at Harrisburg last November, will again meet in the Hall of the House of Helve sentatives in the seine city, on Tuesday, August btli, at LI; o'clock A. At. The great objeet of the organization is to unite, if possible the efforts of all our literary institutions, with those of the corn mon schools, so as to conbine the educa tional forces of the State into one system. The special purpose of the approaching meeting is to hear and discusS reports on the various branches of the plan, and if possible to unite on a common ground of action. This should rally to the meeting every teacher and every friend of educe tion of every class ; and we do therefore trust that such will be the result. The programm e of exercises may be found in the July number of the Pennsyl vania School Journal. The Pennsylvania, the Reading, the North Pennsdvania, the Sunbury and Erie, the Northern Central and other rail road companies, will issue excursion (half fare) tickets, for the whole of next week ; and no doubt evert• railroad company in the State will do the same. Persons at tending the convention will be entertainer' by the liberal hotels at moderate rates. --- Seizure of -'Bogus,-- The town of Chambersburg, Franklin county, has recently been infested by the counterfeiting fraternity to a serious ex tent. The money was manufactured in that place, but was never issued there. It was sent to distant places, and by the hands of drovers, peddlers and the like, was scattered among the farmin g commu nity, least likely to detect the imposture. The authorities of that city were notified and in two hours after the man was arrested and, on the following day, sent back to Franklin county. !War Meetings. A meeting of the residents of parts of Patton, Versailles and Wilkins townships was held in the "old church," Turtle creek, on Wednesday evening. David Hamilton was called to the chair, itobt. Shaw and Capt. Jas. McCully appointed Vice Presi- Adints and D. Weans and J: M. Mc hoy Secretaries. Rev. D. H. Pol lock and Dr. J. R. McClintock addressed lie -assembly in stirring speech es. An old soldier, who has served sixteen years in the regular service, suggests the following facts as inducements for volun teers to enter old regiments : ment Volunteers entering an organized re will enjoy the foowing advantages: 1. They will learn more in one month in an old regiment than they will learn in six months in a new regiment, for in the one case every old officer and soldier is by precept and example an instructor, while in the other the officers only are instruc tors, and oftentimes but inexperienced and imperfect ones. t.t. They will better escape the diseases of camp life among old and experienced soldiers than in newly organized regiments. Presuming that inefficient and selfish offi cers, who have neglected their men, have to a great extent either resigned or have been displaced, the officers and men who remain in the old regiments have learned ; by observation and experience the means of preserving health, and will impart their I knowledge to the young soldier. In proof of this, I know a captain in the Army of the Potoma c who had been for years in the regular army, and through the campaign in Mexico, who has not lost a single mat by sickness. There will probably he less loss of life in battle in an old organization than in a new. Experienced officers will be less likely to expose their men needlessly than inexperienced ones. Old regiments will be less likely to be thrown into dis order under lire. As a general thing, the men will be better cared for if wounded, because of a better organization for the care of the wounded, and because the old surgeons have had greater experience in the treatment of the sick and wounded. •t. Young soldiers in an old regiment will share the glory of a veteran corps. And, finally, as it is presumed that all who volunteer desire to render the most efficient service to the government, it is safe to say that ten thousand men distrib uted through the regiments now in the field will accomplish more in the next six months than thirty thousand organi.:ed into new regiments. He has a large acquaintance and all the energy necessary to insure success, which we heartily wish him.
