To avoid trouble and difficulty which may arise from ignorance or misappre hension relative to the admission of pa tients int ollie Pennsylvania State Lunatic Hospital at Harrisburg, it has been deemed advisable to give the following ex tracts from t he by-laws of the hospital : These provisions will be strictly enforc ed. and it is hoped that all who may have occasion to send patients to the hospital will be prepared to comply fully_with the spirit and letter of the regulations : 'Preparatory to the admission of a patient, (unless when committed by order of a court, I the Superintendent shall be furnished with the certificate of a physi cian that ha has seen and examined the individual and believes hini or her to be insane, with a request from a near relative or friend that the patient may be received into the hospital, and a bond with satis factory security for the payment of board and other expenses while in the institution. All private patients tlius received shall make a payment of thirteen weeks' board ,in advance when brought to the hospital, and if taken away uncured and against the advice and consent of the Superintendent within that period, no part of said pay ment shall be refunded. "Whenever a patient is sent to the hos pital by the order of any court, justice, Judge, directors of the poor of a county. or the overseers orthe poor of a township or poor district, the order or warrant. or a copy thereof; by which such person is sent, shall be lodged with the Superin, tendent. "Those who may bring a patient with any such order or warrant will he required to pay at the time of the admission of the patient, sixty-five dollars. "A written history of the case should be I sent with the patient, and. if possible some one acquainted with the individua should accompany him to the hospital, from -whom minute hut often essential particulars may be learned." Cases of recent occurrence will be re ceived at any time on compliance w. the regulations Oil Operations. Prom the Oil City „Register we glen!' the tbllowing information: "During the past week there was quite a flutter in the oil market, owing to the tact that n 3,000 barrel well was 'struck' on the. Tarr Farm, on Friday last. It appears that oti Tuesday last the Phillips well, the largest on the Creek, situated on the Tarr Farm, commenced throwing water and sed, iment, mixed with a limited quantity cif oil, and finally stopped. This was occa sioned by the Woodf;)rd well, in process of being bored, a few rods distant from the Phillips well, and doubtless on the same crevice. The drilling tools of the Woodford well had but a few minutes be• fore dropped a distance of about, two feet and the workmen raised opera tions for the time. On Friday morn ing the gas came out of the hole with tremendous force, blowing the drilling tools, weighing six hundred pounds, some sixty feet in the air, and the well com menced flowing at a rate, as estimated by those competent to judge, of 3,t too libls per day. The price of oil fell somewhat, upon the striking of this well, and nil buyers were in ecstasies. But alas, for the vanity of human hopes, on Saturday the tubing w•as drawn from the Phillips well, and the new well simmered down to Isobarrels per day, the watercourses from the Phillips well effectually drowning it out. The Woodford is only flowing about 150 hbls at the present time. -The producers have recovered from their temporary panic.— The Blood Farm, which produced last winter some 4,000 barrels per day, is now dried up, and is not . producing anything. Many other localities exhibit the same state of affairs. About fifty wells are be ing put down on the different farms, and what the amount of oil will be that they bring forth, time alone will show. On Saturday last a hundred barrel well was struck on the Clapp Farm. It is called the Staunton well, and is on lease No. :,, of the Plummer Tract. United States District Court. Court met at ten o'clock Tuesday morn ing—Hon. Wilson M'Candless on the bench. The Grand Jury was sworn, with R. U. Koontz, Esq., of Washington, Pa., as fore man, after which they received their charge from the Court. They were instructed upon the question of treason and mis prision of treason, but were also reminded that since the rebellion broke out not the semblance of a case had been developed against any man in this district—indicating that the whole people were loyal to the government. The Judge also defined the offense of conspiracy to overthrow the gov ernment, which crime had been provided for by a late act of Congress. After the charge of the Court, the jury retired to their room. The case against W. .1. Smith, charged with counterfeiting, was, on motion, con tinued untill the next term. A jury was empaneled in the case of Henry Snefberg, late postmaster at Hem lock, Cambria county, in default with the Government. The suit was against Snef berg and his sureties. The Jury found a verdict in the amount of the bond (500) to be released on payment of s66.7o—the deficit in his account. A similar proceeding was had in the case of Rudolph Reiter, late postmaster at Zeleinople, Butler county, whose defal cation amounts to $2OO. On application of F. H. Collier, Esq., the case of the Government vs. Jas. Clark, charged with passing counterfeikebin, was continued. till the next term. Cane Presentation. 4 few days since, Capt. John W. Pat terson; of the 102 a (Col. Rowley's old lath) regiment, was presented with a handsome cane, by a number of his old friends in the borough of Birmingham, who desired to show their appreciation of his services on the field in behalf of his coun try, at the same time that the gift would he a support for him during convalescence.— The wood from which the cane is made was a part of old Fort Duquesne ; it is beautifully polished and surmounted by a gold head e w bearing the : "Presented to Capt. John W. Patterson, by his friends of Birmingham, for meritorious conduct at Williamsburg and Fair Oaks, Va., 1802.' , ' The presentation address was made by the Burgess, Jas. Saulsbury,Esq., and replied to by Capt. P., as spiritedly as his bodily condition would permit.— Capt. Patterson has two brothers in the army. The Altoona Tribune states that a prop osition has been made among the em ployees of the Pennsylvania Railroad Co., six thousand in number, to devote the earnings of one day in each month to the formation of a fund to be appropriated as bounty to volunteers from this State. The total from this source would be about 58,000 per month. The project is a noble one, and we not only hope to see it carried out, but that the example may be general. ly followed throughout the State. Win. H. Kernan Pardoned. On Monday, Win. Ti. Kernati, convicted of manslaughter nearly three years ago, in stabbing a man named Duffy, was released from the Penitentiary, having been par doned by Gov. Curtin. He was sentenced to six years' imprisonment, of which he had served two years and five months. The killing was done in a street tight, and there was much doubt at the- time as to Tiernan having indicted the fatal wound. The Bounty Fund. The first engineer of the Lexington was shot while sitting at a port-hole. General Fitch immediately took two of the citizens of St. Charles and hung them in a public place in the town.
