FROM NORTH AROLINA. NEWBERN, N. C., June 3d, 18G2. The Arrival of Union Prisoners Gov. Stanley---Gen. Burnside, dm" .te. From the Herald. The last of the Union prisoners stipula ted to be released from confinement at Salisbury by the rebels arrived here this evening from Washington, on the steam transport Guide, Captain Vahill. They number about four hundred ; and, with the two hundred which arrived here on Sun day night, will be sent North in a few days, after they have been reclothed. This last . batch left Salisbury on the 31st ult., and reached Raleigh on the next day, where they were visited by Governor Clark, who kindly inquired as to how they had been treated while in prison, and otherwise evinced a deep interest in their condition. The prisoners give it as their belief that they were released by the North Carolina State authorities, which confirms what I wrote you in a previous letter—vi E : that North Carolina had taken a stand in this matter independently of the Confederate government. They also represent the Union sentiment as very strong i n the north western part of the State, where one of the citizens stated that if the Union men had a chance, and could get arms, they would rise en masse against the rebels and drive them outside its borders. Even among the arm ed guards who were in charge of the pris oners there are many Union men, who say that they have either been drafted or hav ing been compelled to enter the army to obtain sustenance for themselves and fam ilies. From Raleigh the prisoners were taken Lo Tarboro, and thence came down the river on flatboats in tow of a steamer.— When they came in sight of Washington and saw our colors displayed there they could not restrain their delight, and burst out with the "Red. 4% hite and Mlle."— When cast loose from the steamer they raised an American flag which they' had made in prison, and which they had far concealed, and greeted it with enthusias tic cheers, to which a lusty response was given by our troops on shore. They were then taken on board the steamer Pilot Bay, Capt. Wilson, and conveyed to the Guide. which brought them here. The vigorous policy of Governor Stanley regarding Vats abolition emissaries, who sought to carry out their schemes in this department, has met with the hearty and almost universal approval of everybody here. A few only, and they are very few, are dissatisfied. The I,:tter also states that these soldiers beloag ed to a Massachusetts regiment.-- - Now, whether they did or not is unknown; but the statement casts a reflec tion on the Massachusetts regiments which is most undeserved. There is a general impression that troops from the old Bay State are of abolition sympathies and ten dencies, whereas the truth is that the Mas sachusetts abolitionists are now at home, and the Massachusetts Union men, whether Republicans or Democrats, are here and elsewhere fighting the battles of their CCM a iry. It is significant that the regiments in this department hold Governor Andrews in utter contempt for his late proclamation. It is true that in these regiments there are a few men of abolition principles, and one of them here in Newbern used to lecture at Colyer's nigger meetings. But he and his fellow abolitionists are the subjects of ',continual ridicule among th'uir comrades. If an enumeration were made to-morrow, not one in fifty of our soldiers would prove to be an abolitionist or of abolition sym pathies. The " most unkindest cut of all" in the letter, however, is the reflection contained in the first paragraph, where it is stated that the abolitionists have met with less favor under Governor Stanley than they did under General Burnside. Now, the writer must be perfectly unacquainted with General Burnside, and a complete stranger to his policy. I can but repeat here what I have written before, that Gen. Burnside, in conducting the campaign in North Caro lina, has totally ignored slaves and slavery. Under the instructions from Washington, which have been given to all the generals of the Union army, he retains the slaves of disloyal men as contraband of war; but he does not restrain the loyal master front seeking out and taking back his runaways. His policy does not, therefore, clash with Governor Stanley's, andhe does not coun tenance abolitionists when they come hero as such, Telegraph Correspondence Cincinnati Commercial FROM* WASHINGTON. The Previsions of the Bill Au thorising s New Issue or Treseur3r Notes. -1-, JUne 12. The bill reportedWASH fromniTON the Committee on Ways and Means, authorizes the issue of one hundred and fifty millions more Demand Treasury Notes of legal tender, of denominations not less than five dol lars, receivable like others for all debts, loans, taxes, except duties on imports, and interest. Also, authorizes the Secre tary of the Treasury to engrave notes at the Treasury Department, empowering him to provide machinery and materials, and employ persons, and apjoint officers necessary for the purpose. • Another section repeaki-the limitation upon temporary deposit notes, and au thorizes the Secretary to receive them to an amount not exceeding one hundred millions on interest, not exceed five per cent, provided one-third of the aggregate deposits be reserved in the Treasury or from issue, to secure prompt payment of deposits on demand, and that certificates of deposit and indebtedness be received on the same terms as Treasury Notes in payment of five twenty bonds. Another section authorizes the Secretary of the Treasury to borrow any part of the two hundred and fifty millions mentioned in the act authorizing it. All these condi tions are Submitted with the bills , in letters from Secretary Chase. Another recom mendation, that twenty-fire millions be issued in notes of less value than five dol lars, was not carried out. A correspondent of the New York Express, who has spent many pleasant days in former times with the late Colonel Ashby, in Virginia, furnishes the subjoined sketch : Colonel Turner Ashby, said to have been killed in the last battle in the Valley of Virginia, near Harrisonburg, was not a soldier by profession, and had not enjoyed the advantages of a military education.— For several years previous to this civil war he was engaged in business as a merchant at Markham Station, on the Manassas rail road, a few miles east of Front Royal.— His first experience in military matters was, during the John Brown raid at Harper's Ferry, when he held his first command tinder Governor Wise. It was the distinction he won there that opened to him the position which he held and adorned since the beginning of this war. As a business man, his aim seemed not to be so much to make money, as to employ his active mind in an honorable calling and one useful to his friends and neigh bers. He was eminently disinterested in all his dealings, and honorable and high minded in his personal intercourse.— Though his means were fur from ample, his expenditure, while never excessive, nor given to dissipation, was generous and judiciously made under the prompt ings of a large and Warm heart.
