Since the commencement of the war his duties have, perhaps, been the most arduous in the De partment, and his appointment as Assis tant Secretary would be -an acknowledg ment of the ability of a popular and faithful officer. The English Press on the American War. The London Times, on the war, says the advantages gained in the West by the Federals have been such as it is impossible to overrate, and are in singular contrast with the zlow progress in Virginia: It also expatiates on the importance of the capture of New Orleans, and says the North ha, a right to presume that the hour of final SIII'I . PSS is approaching, 'and that the se . cessiouists, exhausted by long and laborious coin paigns.dispirited by reverses, and separated from each other by advan ces of various Federal expeditions; will be glad to come to arrangements to re-en ter the Union on easy . and honorable terms, which the North would be glad to offer. This feeling sustains the I. ederals in all the difficulties of their Position.— They are accumulating debt, for which no finances are providing, though theirarmies are threatened with,a summer campaign should the Confederates hold . out; and though no one pretends to explain how the republican government is to be worked with eight millions of persons brought into the Union by force, to see the means for the payment of the interest on the debt incur red for their subjugation, yet the elation caused by the recent military success is so extreme at the North that no Federal doubts full and final victory to be within the grasp of the government. The Morning Herald of the lith believes the Confederate retreat from Yorktown will be found a piece of masterly strategy by the Confederates to gain time, when every week's delay is of the utmost im portance. They compel the enemy to take positions at a greater distance from his base of operations, thus depriving the enemy of his chief source of strength, the aid °ibis gunboats, and they obtain a per fect concentration of the whole Confede rate army . in 'Virginia around Richmond, so rendering each Fedenil cops d . armee converging upon the Southern Capital exposed to a crushing attack from over whelming numbers. The Daily.Netes says.the military prob lem which awaits solution is the same as before the evacuation of Yorktown. Richmond must be defended at all haz ards. It is universally admitted now that if that city should fall the Confederites' cause on the eastern seaboard is lost. The object of the Confederates is not, merely to save Richniond,.but, even if de feated, to. delay that dianster,until the la test moment. It is hoped, no doubt, that the,Fedemil.victory,mill _occar.;schilete in the season, and that the victorious army will be , so shattered,that the time required for reorganization will make further,oper ations this summer impossible. From this old bridge the lights in the ca thedral could be distinctly seen, and even the sonorous voices of the worshippers heard. Heinrich Otterbein paused tier moment to look down on the restless st rea m beneath him, and at the painted light which streamed through the medieval windows of the great Dom. Ile listened to the melodious strains of music that pealed forth front time to time from that sacred edifice, and his soul seemed to re ceive a new inspiration. Stealthily he crept forward, as about Co commit a dead ly crime ; and half trembling, yet drawn on he knew not by what power. lie ap proached: the low portal of the Gothic temple. Leaning against a cluster of pillars, as though for breath, a sigh, deep and long, escaped his heart : an expres sion of pain passed over his features. and in a hurried manner he pressed his hand against his forehead. A strange faintness seemed to steal through every fibre of his body. At that moment the chorus of that exquisite hymn. "Adestes fidelus,'' burst forth, rolling through the vaulted aisles, and swelling with deeper, richer volume as the sound reverberated through the hun dred galleries of the structure. Like a thunder-clap it tell upon the ear of the lingering miser. Entering the sacred building, he doffed his cap, and in attitude of penitential worship bent low his head. What were the thoughts, that pti , sed over the mind of Heinrich Otterbein at that instant What were the feel ings that impelled hint it, linger on the threshold of a church he had not enter ed for five-and-forty years ? It is enough that he was there, and that a spirit of con trition seemed to bend his spirit. Vet. as if conscious of his position, and at the same time tearing lest he should be rec ognized, he withdrew to a dark corner ,tf the building behind a cluster of pillars, and there prayed or communed with hint self, unobserved by those arelund him. We will not say that during this short interval Heinrich Otterbein wept ; but his boso m throbbed visibly, and a world of - feeling overwhelmed him.' The service ended, the congregation de parted. Not, however, with the crowd did Heinrich Otterbein depart. lie kept his eye fixed on the multitude as they passed out by the narrow postern : for, on this occasion, only the small door of the church was opened. Slowly, and even tediously,. they moved on. As the build ing, however, thinned, the miser could ob serve a group of three persons standing near the high altar, intently engaged in conversation. They were the sante who had passed his window, and who had at tracted his feverish attention. Presently they moved toward the doorway, and Heinrich slunk still farther back into the gloom.
