Were it otherwise, Mr. Love joy would have refrained from moving the thanks of Congress to General McClellan for his splendid successes in Virginia. He and his associates having hatched and pro secuted the conspiracy to overthrow - Gen. McClellan, and having prayed-that he might fail in the field, they would now, had they any sense of decency, slink away in confusion and shame, rather than come impudently forward and propose thanks to him. General McClellan wants no thanks from them. He has found them harder enemies to overcome than the rebels.— Having failed to ruin him before he set ont on his campaign, they have, aided by the Secretary of War, kept up a constant fire in his rear since his departure. In pretended fear for the security of their own miserable carcasses in Washington, they have induced the Secretary to detach a large force from his army, and thus have crippled his operations, retarded hls vic tories, and perhaps enabled the rebel army to escape from him. Gen. McClellan and his friends will spurn their hypocriti cal thanks, and regard them hereafter, as they have regarded them heretofore, as meaner, more malignant, and more dan gerous enemies of the country than the rebels themselves. All accounts from the Lower Mississippi agree in representing that the Southern people are destroying their cotton wher ever it is in danger of falling into the hands of the Federal forces. Last week the Provost Marshal of Memphis commenced to burn the cotton in that region, and be fore the surrender of New Orleans•thirty thsusand bales were destroyed in that city alone. All along the river between Mem phis and New Orleans, and for some dis tance in the interior, the torch lied been applied, and millions of dollars' worth of the gr'ent staple consumed. On the :27tli ultimo, the following brief address from Beauregard was published in the Mem phis papers: "2o Planters South:--The casualties of war have opened the Mississippi to our enemies. Ihe time has, therefore, come to test the earnestness of all classes, and I call on all patriotic planters owning cotton in the possible reach of our enemies to apply the torch to it without delay or hes itation. G. T. BEAUSEGARD." No doubt many of the planters are com pelled to destroy their cotton by the Mili tary authorities: but in most instances it h.: done voluntarily, owing to the very general impression prevalent at. the South that the Federal army will confiscate the article wherever• they can obtain possses sion of it. It makes very little peemdary ditferenee to the planter whether he burns the cotton himself, or retains it subject to :r•iznre by the invading army. lle is hound to lose in any event. The "Shoot=Him-on-the-Spot" Order. The editor of the Lctigcr wrote to Gen. era! Dix to inquire as to the origin of the Tarnow!. order, • 'The first man that attempts to haul down the American flag, shoot him on the spot," this. order having been attrib uted by the Ledger to the fertile brain of Mr. Secretary Stanton. In reply to the in riairy, Lien. Dix writes as follows: •• You will find the original 'Shoot-hi/n -on-; he-spor order at the house of my son, Rev. Mr. Dix, 42 Charlton street, framed, and hanging in his parlor. When I gave the order I had no idea that such an Im portance would have been given to it i hut, when I found it making a stir, I inclosed the original to my son. Berry, of New York, who has been for some time confined at Fort Warren as a political prisoner, has been releised from custody, by order of the commissioners. Capt. Berry was former• ly the, commander of the steamer Colum bia, limning between the ports of New York and Charleston. Four others were releinuni, wbose names have not been made known. They all'took the oath of 'allegi ance.
