AMECPiIiMr, EDITOR ANDPRItt Rig EDN sIA f•• B 4 12. IW.4LTTEI RS. Fire in Allegheny City. On Taeaday morning, about one o'clock, fire was discovered in the back part of the grocery and Minor store of Mears. Dren nan & Beismeyer, corner of Ohio and Middle streets, Allegheny. The building was a two story frame, and the flames spread so rapidly that nothing whatever was saved. _The stock was partially in sured—there being a policy of $l,OOO in the Girard Insurance Company. The building belonged to Mr. John Benson, and was not insured. The flames then communicated to the grocery of Messrs. John Moon* Co., adjoining, but most of the stock had been removed. The build. ing, also a two story frame, belonged to Mr. Moon. and was left in ruins. He esti mates his loss id $1,600, and has an imam. anco of $1,200 in the Girard. A family named Irwin, residing in the upper part of Moon's building, lost nearly everything they possessed. Another frame building,, occupied by several poor families, and ad., joining that of Mr. Moon, was entirely dectroyed, - .legether with nearly all the household furniture. The house belonged to a German named Charles Bapst, and was insured. There was no insurance on the furniture The fire originated from a stove in the back pack part of Drennan & lisismeger's store. The only engine on the ground was the Neptune, with the Columbia and America hose carriages; both did good service in confining the flames, THE NOETHEBN CENTRAL RAILROAD. —Daring the past week, two new first class engines from the works of the Messrs. Baldwin, Philadelphia, were placed upon the above road. They are the first of a contract for nine engines of like make by the oampany with the above firm. Two new passenger cars, made by the Harris. burg air company were also placed upon the road. Under the excellent 'opera's. ion of Mr. Dubarry, formerly connected with the Chicago and Fort Wayne road, a man of vast experience in railroad matters, the Northern Central bids fair to rival any road in the country for effective man. agement; ;The company has been very fortunate in Securing the aid of such an energetic and able officer. Aisox:fixti, Bs°Ervica Axassnu, .—On Taesdlitiriarning a man named Baptiste Myera..was arrested by the Mayor's police, two velvet vests, flowered, having been found hidden in his stove pipe. The clothing was not identified, but is supposed to have been taken from the Fifth Ward. He was held to for his appearance to answer at ten o'clock next Tuesday morning. Mr. Henderson, ot Md., appointed on Post Offices, in place of Mr. Bright, and Mr. Wilson, of Mo., on the Committee on Indian Affairs, in place of Mr. Owsn. On motion of Mr. Fessenden, of Maine, the fortification bill was taken up. Mr. Fessenden said be should call up the Treasury Note bill and endeavor to press it to a weedy passage. The amendment of the committee, mak. ing an appropriation of $550,000 for bar bore of Maine in chef) ot a war being ho. minent with a maritime power, was con eidered, Mr. Dixon, of Donn . was in favor of the amendment, but did not like its phra ecology, as it suggested that there might be war with any maritime - Tower. Be would strike out the clause reading, ' 4 lm. minent danger of war with any maritime power," so as to leave time of construct.. ing fortifications to the judgment of the President, and the amendment was so modified and adopted. Mr. Nesmith, of Oregon, offered an amendment to appropriate $lOO,OOO for the construction of a fort at the month of till Columbia river. Be said there was not a iortification on the whole coast and something of the kind was needed at the mouth of the Columbia river. WASHINGTON, February 11 —The Prem. dent, to day transmitted to Congreet the correspondence between Mr. Seward and Dayton, relative to presentation of Ameri cans at French curt. Mr. Seward in his reply to Mr. Dayton, confesses to the opin ion that an audience or presentation of any but diplomatic persons at court is to be regarded not in any degree as right of per son reiterated but a courtesy extended to him and that our Minister can properly, in all cases give the occupation or prates- Sion of any person who wishes such a presentation, according to the conditions prescribed by Imperial Court. The Secs rotary cor eludes his instructions in the following caustic language : It is peculiarly uncomfortable at this moment to tied American citizens leaving their country a prey to faction and civil war. disturbing the court of a friendly power and embarrassing our representative there with questions of personal interest and pretension. Let tee Emperor and Empress of France receive when they will and as many or few as they will, and let ~11 others as well as those who are admit ted turn their attention to the question how they can serve their country abroad, and if they find no better way to do it than by making their attendance in the saloons of the fuilleries, return home to a country that now, for the first time, and not for a long time, needs the activeefforls of every one of its loyal children to save itself from destruction. Finally, above all things, have no question with the government of France on this subject, Esther introduce nobody, however justly distinguished, than let a question of fashion or ceremony ap. pear on the records of the important period in which we are acting for the highest interests of our country and of humanity.
