At the opening of Court this morning, the Court briefly charged the jury upon the law and evidence In the case of the United States vs. Henry Morse, tried yes teiday, for robbing the mail. The jury re. tired and in about twenty minutes brought in a verdict of guilty upon the first, second and filth counts and not guilty upon the second and thi d. The Court then sem. Wetted the prisoner to an imprisonment of ten years in the Ww.ern Penitentiary and a fine of $lOO and costs. The prisoner, a young married man of about twenty live, was much affected by the sentence and shed tears as he left the Court room in custody of the Marshal. A jury was now empanelcd to try the case of the United Slatc , s, vs Sebastian alias "Boston" Tice, charged with robbing the mail. Defendant, a boy of about thir• teen, with a rather prepossessing counten ance, was brought in, David Reed, Riiq. appearing' in his behalf He is chargeti with having, while riding in a mail coach between Luck, Somerset county, and Uniontown, Fayette county, cut upon a mail-bag and abstracted a letter contain ing $6O in bank bills. The grand jury brought in a true bill against Michael Shearer, for passing cowl, terfeit money, a jury was formed and the Case proceeded to trial. The Clerk road the indictment, charging tho prisoner with passing a counterfeit half dollar, in the similitude of United States coin, on William Roam, on the Lit of April last. Mr. Carnahan opened the ease for the government, and then proceeded to the eratninatiou Of witnesses. William Ream, of Cambria County, testified to Shearer having given him two 11 W - dollars, one of which was refused at a store where h.) offered It. Substu , Shearer gave him two $1 gold piecqes, ently this was sotnetimo lfist, winter. One of these he gave back to Shearer—the other to Mr. Carnahan. After this got a $:1 bill changed by Shearer, gut silver, which ho handed -over to Daniel lbed; one of the half dol lars was returned; it is now in pcsaession of Mr. Carnahan. Ono day some friends asked witness to treat; they went to Shear er's tavern and ho citered the gold dollar S. had given him, to Shearer, in payment for the drinks; he refused it and Ream gave him a "quaiter"lnstead. After this Shear(r asked witness to drink, and got into con versation with him about the gold dollar; he asked him if ho did not want to make money aj prQdacod a number of gold dollars; examined two which loolzed very nice, and handed them back; then exam ined some half dollars, of which he had a great many. Their low priced uniforms were in the last stage of dilapidation. A few hours later the Fifth, Col M. Dowell, arrived via Baltimore, from Alex andria. W • &e .P &C tU NGTON CITY, July 24.—,Senator Laham, by earned solicitation, has ob tatn. t l to-day, an order from the War De partment to raise a full regiment of infan try and 500 cavalry, three years' volun teers, in California, to protect the over. land mail treasure and immigration from Carson Valley to Fort Kearney. Col Carlos A. Waite, of the Bth infantry,' leaves on the Ist of August by Feminist, to general command of this force and give it efficiency. The Californians here are very much gratified at this important step: Most vigorous measures are being adopt ed by the war department for a thorough and complete r e - organization:of our army. Old systems will be changed to practical modes for the better management of our forces by providing reliable officers. To this end the Secretary of War, has Issued a general order today, that all officers of regiments will be subjected to examination by a board of military officers to be apw pointed by the department with the con currence of the Com mander-in -chief, as to their fitness for the positions assigned to' them. Those found incompetent will be rejected and their positions will be filled by competent officers that may have passed an examination of the military board. Up to 12 o'clock today nearly 80,000 men have been accepted and are at this moment being marshaled into service all over the North. Many are now in motion on their way to the National Capitol. The energy and well directed efforts of the War Department and General-m-Chief have done much to restore confidence. The prompt appointmeut of Gen. McClellan, who is now on his way hero to command the grand army, has given undoubted sa tisfaction and created great enthusiasm among the soldiers. They are worthy of be ing led by so great a general as McClel lan, who has recently given such decisive proof of his great abilities. _ _ LOIIISVILLE, Jaly 24.—A special die patch to the Memphis Argus, from Rich.; mond, dated 22d, says that Beanregard commanded on the right at Manassas, and Johnson on the left.
