TIIE DAILY POST,
FRIDAY MORNING,=:::::JDLY 124
The 'Suez Canal.
It is perfectly true that //accounts
have been received" by ourselves, if
not by the foreign office, "that M. Les.;
ceps has induced the viceroy of Egypt
to employ large numbers of natives by
forced labor in the construction of die
Suez Canal." No one atoll acquainted
with the history of the great public
works of Egypt 'failed to see that id
must come to this at last. Our corres
pondent speaks of "men brought up in.
gangs from their villages and made oven
to the agents of the company," and this
at the very season when their crops
are ripening, and the task of uniting
the Red Sea to the Mediterranean was
so uncongenial to them that "a num
ber of men contrived to escape from
the train, but were in a few days re
captured and sent back to their task
masters." Whether this subject of im
pressment can be carried on long
enough, or relentlessly enough, to keepl
down the accumulations of Sand ii
Lake Menzaleh, and to defeat "the in-I
veterate tendency of the Isthmus o 4
Suez to widen itself, remains to
proved. What is certain is that the
scheme is being pushed unscruptdonelyi
and puffed unblushingly and that tbel
tactics foreseen at the outset, and
against which we have so often warn
ed our readers, are now being actively
practiced. The results actually achiev-'
ed may be learnt from M. Lesseps' Aiwa
report "snr eclat actuel des travaux, dans
Isthnte." They consist in the erection
of a wooden jetty and tramweysiat•Port
Said, as well as of workShopr', and
dwellings for the workmen, in. the - . ir/-1
troduction of dredging miehines,and
other apparatus, in•the constrUctiote of
a small aequednet, and a system
earthenware pipes for the supply of
fresh water. As to the more asubetau
tial works alluded to in the s report lb
on the point of being executterVit 'is
only by an ingenious infindos u 4f. the
past and future' tenses that ' 114 coiia
ne made to serve M. Lessepre-purpose.
One-sixth of the total estimated expenie
of the undertaking has already been laid
out, before any one of the physical oh
stacles has been encountered that led
Robert Stephenson to pronounce the
scheme not absolutely impracticable (as
has been insinuated), but ruinous as - an
investment.—London . Times, June,
Direct 'Taxation.
From the constitution, we draw the
inference, that the founders of the gov
ernment expected the expenses of carry
ing it on would mainly be drawn froM
the people by direct taxation, and hence
it was provided, in that instrument,
that such taxes should be apportioned
among the States, not according to their
property, but on the same basis as rep
resentation in Congress. It was sup
posed that the increased representation
of the South, caused by counting three
fifths of the slaves, would be compens
ated by making the South pay for the
support of the government on this basis.
But the practical operation of this clause
has been very different from what was
intended and expected. 'Direct taxa
tion, instead of being the chief resource
of the treasury, has been resorted to
but four times since the foundation of
the government, and then for small
amounts; in 1798 two millions of dol:
lars; in 1813 three millions. l in 1815
six millions; and again in 1815 three
millions, in all fourteen millions, in
sventy-two years.' The present pro
posed tax of twenty millions per annum
is far less in proportion than the direct
tax of 1815,
It is idle to speculate as to the fu
ture, until the clouds -of war, which,
now hang so heavily over the land, are,
dissipated; but still, the current of
events indicate that from this time
henceforth, whether we have peace or
war, the expences of the government
must be j aid from means raised in part
by direct taxation. It is scarcely prob
able that the time/will ever comasgain
when a sufficient revenue tau be obtain
ed from duties on imports, and future
Secretaries of the Treasury will have to
explore this new field of direct taxation
and strike oat a system which shall
stand the test of time
