From the constitution, we draw the inference, that the founders of the gov ernment expected the expenses of carry ing it on would mainly be drawn froM the people by direct taxation, and hence it was provided, in that instrument, that such taxes should be apportioned among the States, not according to their property, but on the same basis as rep resentation in Congress. It was sup posed that the increased representation of the South, caused by counting three fifths of the slaves, would be compens ated by making the South pay for the support of the government on this basis. But the practical operation of this clause has been very different from what was intended and expected. 'Direct taxa tion, instead of being the chief resource of the treasury, has been resorted to but four times since the foundation of the government, and then for small amounts; in 1798 two millions of dol: lars; in 1813 three millions. l in 1815 six millions; and again in 1815 three millions, in all fourteen millions, in sventy-two years.' The present pro posed tax of twenty millions per annum is far less in proportion than the direct tax of 1815, It is idle to speculate as to the fu ture, until the clouds -of war, which, now hang so heavily over the land, are, dissipated; but still, the current of events indicate that from this time henceforth, whether we have peace or war, the expences of the government must be j aid from means raised in part by direct taxation.
