I have to reply that the regulation of the intercourse between the two sections is under the control of the military authorities of the country, and, therefore, whether the express business shall be continued at all or not, it is not my province to decide. If it is continued, and letters are transmitted by it, and mailed at. EVILS OF N EUTR ALI T 1 The city of Baltimore has a large vested interest in the Baltimore and Ohio Rail road, and the citizens of that place are not eery well pleased with the recent destruo- Con at Martinsburg by the rebels, of about forty first-class locomotive engines and some three hundred passenger, freight and coal ears, belonging to the Company, and valued at nearly half a million of dollars. In an editorial article in the 'Baltimore Ex change, a strong anti-war paper, the writer RiyB: "Our neutrally has brought as, truly, to a lamentablepass The Federal troops hive subjugated 'home portions of the State and the Confederate soldiers threaten others. * * * As we are the hearty allies of neither:party we are not unlikely,as the war progresses, and both sides become more exasperated, to be insulted and de spoiled by both. The obvious interest, as well as patriotic duty of Maryland was, to resist the Southern re bellion and accord to the Administration a cordial support in its efforts to put it down 'Maryland would then have been under the pr.Aeotiou of the Government, while her soil would certainly never be invaded by the seeessionists, had her own i.itizem, united with the Federal forces in repelling thew. The attitude ut neutrality she has assumed, was simply absurd; because she would not remain in the Union and claim, at the same time, u right to be indifferent in a contest whose object, on the part of those who began it, is to destroy the Union.— There is no middle ground between loyalty and disloyalty in this war. Frequent inquiries have been made at the Post Office Department, within the last few days, from New York, Boston and other cities, in reference to the matter of Adams' Express Company carrying letters to the seceded States, and by what au thority they were permitted to do so. There are three highly important qualitiicatiow needed in this class of vessels. First: Speed. Sec ond: Light draft; and thirdly: To place the machinery and boilers au low in the vessel as to almost entirely preclude their being disabled by shot trout the enemy. 1 t is stated on good authority that the new boats for our navy will excel anything afloat, and that in speed they will be at least twenty-five per cent fa:ter than those of the English navy. The screw will be fixed, nut hoisting out of the water like those of our steam frigates, and will be four-bladed, of the most approved pattern.
