Privateering anti the European Powers — -Mr. Seward's Proposition—Probable Action of Uu Senate—Great Britain and the Confederate States, &o. ,t 'V N , 4.. ; .l The declaration by the Paris Conference abolishing privateering, and establishing certain other principles, was adopted and ratified by Austria, France, Great Britain, Russia, Prussia, Sardinia'and jTtjrkey. It bas since the 16th of April, 1856, reoerv ed the full adhesion of thirty other pow ers,. European and American. Since Mr Seward signified the adhesion of the gov ernment of the United States to the dtola rat’ons, no definite information has been re ceived as to the reception of that notice. Bat it is presumed that the notice of our' adh’siou must be communicated to and ac cepted by the powers that were the origin al parties, through their plenipotentiaries, to the declarations. f l Count Walewuky proposed in his note 01 the 12th of Jane, 1858, to authenticate" all these adbeshms at the time of their .re ception by the insertion in the Bulletin dhs Lois of the official notes in whioh they are arrayed. Tbe'Emperur Napoleon approved of this propo-ition, and it was ordered ihat the neve al accession* that might re&oh the miai-t*T sabsebaently to that date should, be tbits authenticated. The adhesion'of the United States government to the decla rations requires the ratification of the U.S. Senate, by the Constitutional majority of two-thirds. Until this ratification be ob tained, the notice of the adhesion of this government oannot be duly given. There are reasons which will the Senate to hesitate to ratilythe proposition. These reasons will soon become more Striking than* over. But the important question has arisen, prior to the action of the U. S-, Sen ate, whether Great Britain andthb other powers that were parties to the declaration will, consider and -treat oar adhesion is binding ftpon the Confederate States, Iris supposed that as Creat Britain has with undiplomatic haste recognised the Confed erate States as a beligerant power. she will consider and treat cmr. offer of adhesion as binding upon the federal government alone. Whatever may be the oourse of the other power* on the subject, it‘is not to be sup posed that the U. S Senate will'ratify and approve the declaration abolishing priva teering; if Great Britain is to concede the right of privateering to the Confederate States. In the war which might •follow, privateering would be resorted to by the tederal government as the most efficient means of offense against Great Britian. The Maid of the Mist will never again be seen in the theatre of her past history. To ascend the Rapids is a physical im possibility for a steamer of any power.
