PITTSBURGH. WEDNESDAY MORNING, MARCH 6. 1861 Special Meeting of Councils. The Select aDd Common Councils held a special meeting last evening, having been call ed together at the request of the Water Com mittee, who asked for the transfer of money from the contingent fund to the Water Works appropriation, for the purpose of laying a new water main on Pino Btreet. Thom now in use have been in for about thirty years, are only four inches in diameter, and in some places sixteen feet under ground. It is proposed to put down a six inch main, leautng tuo old pipes where they are, aa they are not worth the cost of removal. It was thought that it would be an act of economy to lay tho large main, and thus save the city from being mulcted in damages from bursting or leakmg of the old pipes, which cannot be removed, owing to theirgroat depth, which also prevent their being reached by plumbers for repairs. The proposed re news was expected to cost about Pine street extends Irom Liberty to -Lina streets, in the Fifth Ward, and about 400 feet of pipo would be required. The Re publican, Douglas Democrat, Bays wo fail to see in it any disposition to swoep party politics aside, but its guarded words, and studied sen tences, seem to have been prompted by some idea of meeting the expectations of Republi cans who elected him. We hoped for a more conservative, more conciliatory expression of sentiment.
