I After the minutes of the last meeting bad been
i «ad and adopted, Mr. Shore presented a petition
respecting Washington Street, between Wylte and
i Pennsylvania A venae, which was referred to the
Committee on Btreets.
Mr. Oribben presealed a remonstrances against
the bill to limit the indebtedness of tho city, dec.
Mr. Wilson, of the Second Ward, presented a
bill of Jas. M’Cally for four kegs of powder order*
edby Mayor Howard, to blow op -boildmgs on
the 10th of April, r 1815. Referred to Committee
oa Claims and Accounts.
The bill for increasing the taxes and creating a
sinking land, and also limiting tho poweref Cotin*
oils to increase the city debt, was thou taken up <
Thia bill has already been several times published.
Oa motion of Mr. Horner, the .bill was taken op
section by section. There was no discussion on
the Ant and second sections.
An amendment.'offered by Mr. Horner, to the
fourth section, was laid on the table.
Mr. Horner moved that the words “one mill" be
substituted for the words “three mills," in the third
section, and this to be sppropriated to grading and
sewerage, tad that the paving be done et the ex
pense of the property holders. After some dis
cussion it was voted to strike oat the word “three"
before the word ‘•nulls,” and leave a blank for. the
pretest.
Mr. Wilson moved as a substitute for the Sth
anctioo, that U be made incumbent on the
oouncilf, to pave and grade any street oa petition
of two thirds of the property holders on said street,
and lavy an equal assessment per foot, on tha
Oqnls that improved, to defray the expense there*

President decided that under the rales of Councils
the previous question could not be entertained.
Mr. McEelvey then moved that tho original bill
be considered as read three times and passed.
Mr. Armstrong appealed from the decision of]
the President, in regard to the previous question, j

Mr. Wilson then moved that the question of;
levying an additions! tax of the three mills for !
