Oa motion of Mr. Horner, the .bill was taken op section by section. There was no discussion on the Ant and second sections. An amendment.'offered by Mr. Horner, to the fourth section, was laid on the table. Mr. Horner moved that the words “one mill" be substituted for the words “three mills," in the third section, and this to be sppropriated to grading and sewerage, tad that the paving be done et the ex pense of the property holders. After some dis cussion it was voted to strike oat the word “three" before the word ‘•nulls,” and leave a blank for. the pretest.
