Hooker that the enemy was on our right flank several hours before the attaok on Saturday night. Ho answer—no reinforcements oame. Gen. Schura’s division did not throw doita their arms and retire firing a sholj nor were, they first attacked. .The first division was the first attacked, and the I ones who first retreated. The repeated declarations of tha London papers that onr Government agents were engaged in recruiting in Ireland, has led to a correspondence upon tho subject be tween Earl Ruse ell and Mr. Adams. As early as last November, BneseU.caUed Mr. Adame’ attention to the reports, and de clares that tho praotico is calculated to increase the difficulties already incident to the observance of neutrality by,Her Majes ty’s government. Mr. Adams replied that he had no knowledge ot ouch proceedings, and no belief that any person acted so un authoriiedly, and asked to be furnished with tho information whioh would suable him to ascertain who the persons were. A month afterwards Russell deolared himself satisßed that the reports were without foun dation. In April last he again called Mr. Adams attention to the faot that large num bers of able bodied emigrants had been shipped for' tho United States, and it was believed were intended for the United States army—some of them having admit ted euoh to be the oase, and that they were to get three hundred dollars bounty. Mr., Adams, to this note, explained that he was' aware that large numbers of emigrants desired to go to America, for frequent ap plication had been made to the Legation for free passage, and that many of them had offered to enlist in the United Btates i army, influenced by the offers of bounty made in the United States. The uniform answer to these applications was that his Government bod given no authority to Us ten to such proposals, nor make any such engagements. Instructions had been sent to our Consuls to return similar answers to all each applications. Here the correspon dence ended. The whole story of enlisting British subjects for tho war seems, to have arisen from a desire on the part of railroad corporations in the West to procure labor ers to finish the works tinder contract, the I war having diminished the usual supply !of laborers. That a people suffering from the want of labor and the laok of food should desire to emigrate to a country 'Where they can find some employment—if not in peaceful occupations, certainly in a well fed army—is nothing very remarka ble nor very criminal, nor is it anything which either government can prevent, even if it were desirable to do so. We have not the least doubt that, of the thousands of Irish laborers who are now arriving large number* of them will enlist in eur armies as soon as they get here; Bat so long as the agents of the Government do notrhold ont inducements of this kind for their coming here, there is nothing to com plain ot , » Necessity ol Reserves. We have bad three signal Instances, in front of Washington, of the fighting of great batttee without the presence of a re serve to prosecute a tictory, or,in case of defeat, to present a disaster. When Gen. Pope fought at Manassas he was obliged to put every regiment in his lines of battle that the Government oould give him. If he had been able to withstand the enemy, he could not hate advanced, or if he had defeated him, he .could not nave pursued. As it was, he was beaten, and his shattered columns sought safety in the fortunately near defences of Washington, carrying, however, panio to the Capital, and filling the heart ot the nation with deep concern and alarm. The same thing happened, at Fredericks* bnrgJ Burnside had to use all the army the Government oould give him. He threw | it across the river and against the battery* crowned heights of Fredericksburg,. but in vain. He retreated, and saved his .army almost by a miracle. Every patriot wbo knows anything of the history.of, war still trembles to think how that, army was im perilled, remembering that there was no reserve at hand to save the country if that army, had,been lost. . > This sad blunder has been just repeated on the Bappahahnock.
