The controversy regarding the tight to the low ground on the river fronting on oat lots No. 28, 89, 30 and 31, has beenjof long stand- Hitherto In no trial before- the courts hare the real merits of the ease been touohed. It is to be hoped, however, now, as the late suit, in the fora it was instituted, could not be taebeiifull; prosecuted, the attorneys haring wisely taken a “ non-suit ” —by no means with the riew of abandoning the ease, but to repair the error of the former, —a satis factory! result will be obtained. This is a controversy between Individuals and a corporation, and what is everybody's business is oftentimes nobody’s conoera. It to me that a brief history and reference to the origim of the “Reserve Tract,” opposite Pittsburgh, might interest the com munity, and at the tame time throw 'some light on the question at issue. By an aot of Assembly, passed the 13th day of Maroh, 1783, for the purpose of redeeming and paying off the certificates of depredation, given to the offioers and soldiers of the "Penn sylvania Line,” and for other purposes therein mentioned, a certain traot of land was ‘ "re served" tothe use of the State, containing three thousand acres, in an oblong form, of about one mile In depth from the Allegheny and Ohio rivers, and extending up and down said rivers, from opposite Port Pitt, to far as was neoessary to Inoludo the said quantity of acres. , By another aot of Assembly, passed thelllth of September, 1787, the “Supreme Bxeoutlve Council" of the State was empowered to lay out and survey and apportion the said Reserved Tract Into town and oat lots. By an order of the said Supreme Executive Council the said town and oat lots were, on the 3lst of Nov., 1788, offered and sold at the olty of Philadel phia by publle sale.
