of Europe to intermeddle in our affairs.
•And for what purpose ? To arrest the arm
of the government, lest the infernal rebels
with whom it is contending should he

Thin agrees exactly with what wo know

lieutenants before and at tho election laet
November. They wore clamorous -for “a

payment as will relieve the creditors of the
State of the delays and embarrassments to
whieh they have heretofore been subjected.
Pennsylvania has been in the money
markets of the world; as rather an extra
vagant customer, borrowing largely ana
assuming on this oredit a sort of promi
nence to which she was at times not justly
entitled. Pay day to her was a dream, not
a praotical period to be welcomed with pre
paration suoh as would reflect honor on the
State and elicit the confidence and respeot
of those who had contributed to the preser
vation of its credit by liberal loans. In
deed the State has gambled on her own de
preciated credit, entering the market as a
speculator on- her indebtedness. All this
has contributed to the dlsgraoe of the State
abroad, and her humiliation at heme. H
has cast an obloquy on our reputation which
has almost destroyed the Commonwealth in
a business way. If this disgraoe rested
upon the authors of the acts leading to its
accumulation, it would not be so bad. But
it has been forced on those not parties to its
oreation—and hence the injustice, to all
who are in any way identified with the
Commonwealth.
This is a most appropriate time to carry
this proposition into effeot. We are now
1 slxu2gling*to correct the evils growing on
i of past miseovernment, and the load of our
indebtedness might as well be provided for
with the other burdens growing ont of us
mooratio misrule and corruption. Like
alaverr. the great bane and death dealing
influence of the present, the malpraotices
of financiering in this State, have all sprung
from locofoco misrule; from a class^of poli
ticians who aro now suokingthe life blood
from the heart of the nation by treason,
and their infidelity. If the majority in the
House passes this proposition—a it Is at
once matured and hastened on its way to
beoome a law—that majority will escape
much of the odium they hare earned m
another direction, and perhaps go home to
reoeire ihe respeot of their undivided oon

Not Impending
In & letter from the excellent Washing
ton correspondent of the Cincinnati Gazette
we find the following:
I forwarded the other day the prevalent
rumor—for the fortieth lime retired—that
Secretary Stanton was speedily to resign
the portfolio of the War Department to
Gen. Butler. It is scarcely right to giro
additional currency to the rumor, without
adding that, in spite of the oredible sources
I from which it once more emanates, X don’t
I believo a word of iu ;
The combined influence of the Senators
recently tailed to force any change in the
Cabinet. What they could not; Ido not
think any less potent agenoy can accom
plish.
Speaking of the demand for Cabinet
changes yesterday, the President said that
the chief feeling seemed to be against Mr.
Seward; that it would not do to dismiss
him without dismissing Chase also, be
cause, whether rightfully or wrongly, the
people regarded them as representatives of
the two wings of the party, the Radicals
and the Conservatives, and “ we oan t af*
ford to ignore either wiog, for that would
i sort the party down to altogether too small
. a heap." At the same time he spoke quite
warmly of Secretary Stanton, and pretty
plainly indicated that neither be nor any
other member of the Cabinet wae at ail
likely to be displaced.
I do not believe, therefore, that there is |
any prospect whatever for any change in i
the Cabinet, whether in the War Depart
ment or elsewhere. For the rest, there re
mains the old, terrible bill of indictment of
the Senators—“that the Cabinet should
agree with the President in general policy
that this obviously, necessary state of
things does not now exist, and that with
out it, complete success is impossible.
I Meantime there are indications that Gen.
I Butler is not to be left entirely on the
•heLf as Fremont has been. The President |
was asked yesterday what he meant to do
with Butler. He replied significantly,
‘•Have no alarm on that' score. The Ad
ministration has not forgotten General Bat
ler, and will not fail to use him.” With
which cold comfort, for the present, the
friends ot General Butler must perforce be
content. •
