If this disgraoe rested upon the authors of the acts leading to its accumulation, it would not be so bad. But it has been forced on those not parties to its oreation—and hence the injustice, to all who are in any way identified with the Commonwealth. This is a most appropriate time to carry this proposition into effeot.
