'fci"-. ./•i ■■ 1. FRIDAY HORNING, MARCH 20. General Fremont. It is stated in our Washington dispatches that both the President and Secretary of War are desirous of conferring an notice ■command upon General Feihoxt, but that General HiXisci opposes it with snoh per tinacity that nothing has been done. We cannot tell how much truth there may be in this gossip; but that a man So capable and so earnestly patriotic as Gen. Faxnonr should be kept month after month in idle ness is eery Inexplicable. In matters purely and technlically military, It/ is all right that the President and Ur. Staxzox fhould defer to j Gen. Haluck • but that they should permit Urn to OTerride them in a question of this kind, (assuming such to be the fact,) is' not right. The people made Mr. Ltncorur President, and they ex pect him to be such. If it is his pleasure T "end Gen. Fnutoax to Coventry, they freely ooncede to him the right to do so; bpt if, on the other hand, he allows a sub ordinate to dlotate to him in the matter, they most earnestly demur. He may not hold his office and relinquish to another the powers with jrhich that offioe, incests him. We hope there is some mistake about ' this report. i The New of this matter, says: He has expressed his willingness toserve , m any place he may be ordered, although he has had in his mind for some time the plan of a special campaign, which, if it could be given him to command, would lead, we are to the most decisive re sults. His Blodies and explorations as a topographical engineer have made him fa miliar with the physioal characteristics of the whole country, and this knowledge has been of great use; to him in enabling him to devise a campaign of remarkable feasibili ty and singular! promise. It is to be re gretted thatan/ cause, whether the person al prejudices or adverse conclusions of Gen. HaUeck, should jbe allowed to prevent a trial of it in execution. By tho Way, lei; us add that the feature In tne conduct of the war which surprises the country the most, is that snoh active and efficient leaders as Generals Fremont, Butler and Hamilton, with others' that we might mention, are kept so persistently out of employ. At a] time when we need the energy of tho .beat men we have, they should not be suffered to remain idle for a single day. ! - A Good | Appropriation. W e are pleased to see that an appropria tion of five thousand dollars was added to the general appropriation bill in aid of the Orphans’ Farm School at Zelienople, Butler county, the edifice of which was destroyed by fire a few months ago. This institu tion, which owes its existence and efficiency mainly to the untiring labors of Rev. Wit. A. Pabsayjlbt, isj one of the most benefi cent and deserving among the many char ities of our good ofd Commonwealth! This, we beliove, is the ‘■first legislative grant of which it has been the recipient. Tns N. Y. Evening Fort, at the close of an article on the jeVldencea of a general break-down of the rebellion, in which the financial disability and growing unpopu larity of the Government of Jefferson Davis are proved by a review of many well-ascer tainedifacta, lately brought to light, makes the following interesting statement: , We are told that letters have reoently Vbeen addressed to|leading Democrats in the North, by persons in Richmond, begging theof not to opposp the prosecution of the war.; that the overthrow of Davis and his clan is now the only hope of tree-govern ment in the Soath| itself; and that the loyal legions of the Northwest must make their way to the very presence of the despot, overthrowing his armies as they advanoe, in order to liberate the people. We have seen none of these! letters, nor do we know that they hare haijli an effect in determining the recent coorse pf many leading Demo crats, bnt we think there is nothing im probable in the statement. The Mississippi Riser. Lut year at this time the rebels held possession of the Mississippi riser from near Cairo to its] months—a distance of orer a thousand miles. Now they dispute with ns only that part of it between Vicns burg and Tort Hudson—some 200 miles. Columbus, their Ant great stronghold, twenty miles below Cairo, fell into our hands, in March, I l*st year. Vicksburg, their' last great stronghold, which is 600 miles below Cairo, till doubtless be ours in March of this year] l . Some people think it will be impossible for ns to hold the Mississippi riser through oat ita T&fit length] eren after wo reduce Vicksburg and Port Hudson, as the rebels will hunt both its! banks, build rapidly earthworks, plant their artillery, and inter rupt nasigation at points innumerable. But we hase found eery j little difficulty of this ~kind.in the eight hundred miles of riser running through rebel territory which we now hold.' The rebels neser can base a greater, inducement jto play this kind of game than they ha.se new along the six hundred miles between Cairo and Vicks burg;.forby planting artillery on the ■ east or west bankJdr both of them, they succeed in interrupting the flow of supplies to Gen. Grant’s artny, the siege of Vicks burg would eery soon be raised. The fact that they hare aohiersed no success what . user in this line shows that the work is impraclioablo end impossible. If we oan nasigatoin tolerable;quiet 800 miles of the riser now, it is hard to see why, after the capture of Vicksburg, we should not be able to nasigato the 200 other ;milss, which are similar to the first mentioned in all their oharaotoriotics. Some halfadosen stoat-’ egio points on the thousand miles from Cairo to tb* Gulf wUI doubtless base to be garrisoned for a while, but a few iron-dad gun beats and the ngprs of martial law will do the rest of the work.—AT. 7, Timt. There is no better index of the popular breeze, or of the direction of the main current of public opinion,, than the New York Herald ; and when the path of in terest and patriotism are coincident, few papers are able to strike more lusty blows for the right. Unfortunately, however, BensETt, like Falstaff, only uses his trenchent blade upon dead carcases. When the copperheads were really formidable, and threatened to become the ruling pow er in the free States, he rather petted and encouraged them; but now, after they have been “scotched,'' if not killed, by the men who resolutely stood up for theircoun- the darkest hour, he pitches in in. a style that is highly refreshing to loyal men, and “a caution to snakes." Hear him; . Th« issue before us is clearly and broad ly defined. We must put down this rebel lion by force of arms, or it will tear the oountry to pieces. There is no other al ternative. He, therefore, who is not with the Government in this oontest is with the rebellion—an enemy of the Cnien and an ally of Haris, whatever disguises he may assume. So long as any measure which we have deemed to be of dangerous tendencies of donbtfal utility has been undecided by Congress we have freely and earnestly op posed it; bnt when any such measure has become a law of the land we recognise no other alternative than that of submission to the law. There oan be net departure from this course without passing into the breakers and quiekaanda which lead to shipwreck. Hence it is that we feel caLled upon by every conbideration of law, order and the publio safety to denounce theso Northern Copperhead peaoemongers of the day as pnbiio enemies. When such reck less, bigoted, and narrow-sighted, and brawling demagogues as VaUandigham and Pendleton, of Ohio, Ben Wood, Booby Brooks and their confederates, begin preach the doctrine of resistance to Presi dent Lincoln, and the dootrine of submis sion to Jeff. Davis is at least duo to the community that the tendencies of their absurd and dangerous instructions should be exposed. They counsel resistance to tho laws. Let us suppose that here and there these Copperhead apoatleß of mob law succeed in securing a body of adherents resolved upon resistance to the conscrip tion. The Government undertakes to en force the law; a bloody collision ensues; the conlhgionof resistance spreads through out the ranks of the party infected, and civil war, with all its tearful consequenoes, is inaugurated at our own doors. Under such a state of things what citizen's prop erty, home or life would be secure ? What family would be safe from night to night against the intrusion of a gang of hungry ruffians and a wholesale spoliation ? And with the loyal States in this horrible con dition, how would it be possible to prevent the breaking up of our armies in the field, the occupation of the national capital by Jeff. Daria, and the absolute destruction of the Government of the United States? A reign of terror would inevitably fol low throughout the length and breadth of tho land, and peace at last would moat probably be the result of foreign armed in tervention and a division of the broken fragments of the Union between England and France. Such are the tendencies of the treasonable dootrinea. of resistence to the laws preached by such silly maligaaate as Vailandigham and Company. In a mil der view, such preachings are the absurd rayingß of miserable mountebanks and po litical charlataqp. They want an armis iios; they wont a national peace conven tion; they want a change of the Constitu tion to suit the dainty stomachs of Davis and his confederates; they even want, as a last resort, a capitulation to Davis, Union or no Union, for the sake of peace. But to all these baaecxpedientaof base and stupid peace imposters the responsible and ruling chiefs of the rebellion have no other an swer than that of scorn and disgust. The simple truth is that '‘men cry peace, peace, but there is no peace," and there can be y no peace short of subjugation of this re-' bellion. This the exact issue—the suppression of this rebellion is bp force of aym<i ( or end> less confusion and ruin from civil war in the North, universal chaos and mob law. We call upon the President to execute the lewtj Vfi call upon him to enforce the con soription act in order to strengthen our ar mies in the field without loss of time. We call upon.the people of the loyal States to stand bp the side of the Government, to support it, and to frown down all attempts in everp quarter to create" riots, insurrec tions and bands of lawless cut-throats and robbers. The Jacobin teachings of Vallan dighaxn and Companp, as we are advised, will not be much longer tolerated bp tho Administration. When refugee Unionists in the South are hunted down bp blood hounds, President Lincoln* no doubt* is in clined to believe that itinerant Northern copperheads, in pdshing.their opposition to the Government to blatant treason, have passed the limits of the laws forbearanoo.
