The fourth section, ias amended/provides as follows: AJVcontracts for the purchase or sale of gold and silver,' coin or bullion, secured by pledge or deposit, or other disposition of .gold or silver coin of the United States, if to'be performed after a period exceeding three days, shall be in writing or^printed, • and sighed by'the parties, or their agents or attorneys, and shall hare one ;or more adhesive stamps, ss provided in the aot to which this is an amendment, equal in amount to one-half of ope per centum, and I interest at the .rate of six per centum per iannum on the amount so loaned, pledged or 'deposited; "and if any such loan, pledge or deposit, made for 'a period not exceeding three days, shall bo renewed or in any way extended, for 1 any time whatever, said loan, pledge or deposit shall bo subjeot to the duty imposed on loans exceeding three days; and no loan of ourrenoy or money on the security Of gold or silver coin, of the United States ns aforesaid, shall, be made exoeeding in amount the-par value of the ooin pledged or deposited as security; and any loan so made, or attempted jo be made, shall be utterly void." The speculation in gold is tnns reduced within the limits of a regular mercantile transaction, and its extravagant inflation will necessarily subside. From the begin ning the gold speculation, confined to a few dozens of Shy looks, has given a .whol ly fictitious value to the ipeoie'.oumnoy, and has in no way. represented the true condition of the money market. It has disturbed the course of trade, appreciated prices and enriched a few dealers at the expense of the whole community. Nor have its evils stopped here, for ; the rapid rise in the price of gold has created in Eu rope a false and injurious impression of the degree of tho depreciation of govern ment ourrenoy* and the croakers at home have gladly echoed the tory ory of immi nent bankruptoy and ’ultimate repudiation. The legislation of Congress, making theao speculations, if still carried on, contribute to the receipts of the Treasury, and reduc ing transactions in gold to the level of or dinary business operations, liable to taxa tion under the regulations of the Internal Revenue act, removes'* fruitful source of financial and commercial embarrassment. Its immediate results will probably affect the current speculation unfavorably, while the restoration of time values will tend in in time, to restore the balance whioh has been overthrown by a long course of ex travagant and needless inflation.—-JIT.
