The indemnity bill passed this morning in
the Senate at half-past five o’olook, at the
close of Bayard's speech, throughout the
night all the Bemooratio Senators who were
mbking factious oppoiitien, excepting Bay
ard, had been so drunk that it was with great
-difficulty they oould keep up their fillibuster
;log and talking against time. | Powell made
an inordinately long specoh, after whioh Bay
:ard got the floor and talked (or.an hoar or
two. By this time it. .was after fire in the
morning, and most of the Democrats had gone
home, while all the Bepubiioans were on
hand. Bayard Anally gave way for Powell to :
make a motion to

ed to suppose that . Baulsbury was going to

got the floor, and mored to proceed to the
consideration of another bill, whioh was car
ried, and the indemnity biU was thus put be
yond roach of the minority. It was not till
the consideration of this had bets begun;
that Mr. Powell and his fellow ftUibui tors’
found out that their drunken stupidity had
lost them the game, and but; for the prompt
notion of the Senate Sergeant-at-Arms, in
closing all the liqaor shops at midnight,
drunkenness would have been much greater,;
ari it was enough to'defeat the flllibuiteri.!
This morning they made desperate efforts to*
.regain their lost ground by seeking to amend
the Journal, reoonsider tb*Tote>et&, but all
in vaia. Tho bill was considered by the’ Re
publicans as of the most importance. ; Wlth-j
out it, Lincoln, Oameron, Seward, Stanton
and others, would hare been fairly plastered,
orer with satis, and the power over disloyal 1
persons might hare bsen nearly lost.
|The House is now filltirasteriag on a bill
for reorganising the Judiciary of the Dis
trict. The Republicans, bowerer, have the
advantage, as* this bill must be disposed of
before miscellaneous appropriations can be
touched. In this is the provision for extra
mileage, for which the Democrats are very
'anxious, as the Republicans till then can't
roteferthis till the Judiciary bill is passed,
and are likely thus to force the Democrats Into
yielding.
