The Pittsburgh and CohaellsriUe Railroad* A few days ago we adverted to tie im portance of this railroad connection be tween the west and the east, and expressed the hope that, beforo this Congress closes its last session, it will have tp number among its good works the measure required to scours the completion 7of the unfinished link between Connellsville and. Comber-, land. In aid of the views we endeavored to urge, we find a correspondent of the N& tiontd Intelligencer jin pa per, writes as follows of .the and Pittsburgh connection: ; 7 I Was glad to see in your paper of yes terday that a bill bad been reported in* the ; Senate to add the completion of tbe Metro -1 politan and ConneUsvilie roads—*he only 1 two broken links in the grand chain of. communication between this city and Pi tie- great focus where a dozen west ern rivers and railroads converge and de liver their vast and increasing oontribo tions to be carried east on a single rail road, now totally inadequate to the de mands made upon it. .It is matter of surprise that the great' military and commercial necessity has been so long neglected by the Government, when I nothing is required bat a simple loan of its credit by guaranteeing the bonds jof com panies, who would sesure the Government against the payment of a dollar by mort gages on their railroads, made and to be made.. * / •j . Some idea ef the revenue of this shorter and better road / may be formed from the fact that the Pennsylvania xoad, from Pitts burgh to 1 Philadelphia, now realizes more than ten per annum—equivalent to fifty ;pp cent, on its entire original stock; besides, the road will add millions to the general wealth by'opening hp one of the richest‘mineral regions of trod and bituminous coal in the world, now inoessl ble and useless. ' . , Had this line been opened at the com mencement of this war, being one.hundred miles shorter than any other, it saved the Goverdment in the transporta tion of troops and monitions of war alone more than is now required to complete it. It would also have kept open the road,be- I tween this oily and Cumberland, enabling the Government to concentrateits forces at any poifit on the linuin a few hours, thus preventing all the raids and destruction of property.and life at Harper’s Ferry, Ball’s Bluffy sad everywhere, else between .Wash-: ington and Cumberland. This line being one hundred milei the ; shortest, would have saved the Government 15260 oh every soldier, and $4 or $5 on every ton carried east and west—equal to nearly $lOO on a Single cannon 1 torn Pitts burg; and at the same rate on horses, mulps, munitions, of war, and supplies of every kind, amounting to millions. The utter inadequacy of a single road to transport across the mountains the enor mous contributions of all the various riven and railroadsfeaiting at Pittsburgh, renders the opening of this line a commercial as well as a military necessity. ; When lately at Pittsburgh I was informed that there were'then 2,600 head of cattle, and any amount of hogs, horses, males, &a, awaiting transportation, and raising the price of hay from $lO or $l2 up to $25 per ton. Residing on one of these tribu tary roacty I know that farmers and busi ness xhen’are often * obliged at great ex pense and trouble to seek circuitous routes*, or drive their horses, cattle and oiher stock over the mountains on foot. All this would be remedied by the opening of this road, besides leaving the fUtK6ra at Pittsburgh aggravated daily by the increasing popu- lation and business of the'West j In view of all these and many other con siderations, showing the vital necessity of this road, it presents the strongest claims on the favor of Congress, and especially of those members from the West—a measure not only facilitating and cheapening their, access to the seat of the Federal Govern ment, bat greatly reducing the cost of liv ing and sustaining an army at! this city, strengthening its defenses and, promoting its security and prosperity, but also adding a new and powerful bond to hold together the States of this Union, the centrifugal tendencies of which nothing can better countervail than the facilities of commer cial and friendly intercourse which this great work is so well calculated to sup ply- V L ' . : !'• V . ’' The Poison Working. The Paper Duties- Wo trust that no time will belloit in de ciding upon the repeal of the tax upon for-’ eign paper. A contemporary remarks that the plea that, a large capital Is invested In paper making, and that therefore the man-, ufabturb ought to he protected, is suecess folly combated by the fact that ten time! as muoh capital ii invested in the book and newspaper publishing bnirineaiJ The dnty oh foreign paper, in conjunction with the fact' that foreign rags pay no doty, Is of that long contlnuanoo that if our paper manufacturers have not yet learned how to compete. euooessfully with foreign manu facturers, they never will. Now, the in tention of tho protection was hot-to keep paper dearer here than in Europe—that was but an incident of the protection—bnt to give our own manufacturers: an oppor tunity of establishing the nianufacturo herb, and.of bringing it to euch perfection that.it might eventoally diapenae with pro tection, like other manufaotures, and ye.t successfully compete with foreign rivals. The experiment has had a long trial, and it Is about tiiho that the public should be released from tho heavy burden it imposes. Itehould never be forgotten that whatever enhanoes the price of paper interferes with tha diffusion of knowledge, and that what ever tends in that direction is inimieal to republicaninstitutions. There is a strong moral argument as well as a financial one, for the repeal of the duty on paper.—A. Y.
