The Financial scheme passed the House of Representatives on Monday, without a division. The Jay Cooke amendment got only 37 votes. Nearly every amendment of the Committee was approved, only that taxing bank deposits being lost. It is thought that the Senate will concur at once, without hampering the act with additions or changes. The provisions of the bill, as it passed the House; are as follows: Stenon 1. The Secretary may borrow $300,000,000 for the current year, and I $600,000,000 daring next year, Issuing bonds, payable at the pleasure of the Gov ernment, after 20 years [from date, in coin, bearingnot.over six percent, interest, pay- I able semi-annually, in'eoin; and he may, I at his discretion, dispose of such bonds at I any time; on such terms as may be advisa- I ble, for lawful money, certificates of indebt- I edness ef the Government, or Treasury I notes heretofore issued; or that may be is- I sued under this act. Issues under this sot | are ■ exempt from taxation by State au- I thority. No more than; $900,000,000 shall I be issued. Bxo. 2. The Secretary may issue $4OO, 000,000 of Treasury notes, interest not over six per cent, payable semi-annually in coin; principal payable any time after three years from-date; the notes to be of any de nomination not less than $10; receivable for all Government does except duties on imports* These notes are convertible at any time into Legal Tender notes, but no addi tional Legal Tender notes is authorised. The Treasury notes may be paid out at par to tho creditors willing to reoeive them so, and shall be received at par for bonds here-1 after negotiated, the accrued interest to bs paid In ooln; and the Secretary may from time to time re-issue such notes equal to the omounts redeemed} jthe nature and rate of Interest of the notes to be printed on their backs. The Secretary may issue, if re quired by the exigencies of tho pubtio ser vice, $800,000,000 of notes not bearing in terest, of denominations not less than $l, which shall be lawful money and legal ten der for all debts, public and private, exoept duties on imports and interest on the pub lie debt.* Buch notes may be reissued from time to time, as the pubtio servioe may re- Sic. 4.
