Houbi.—The Chair presented a communi cation from a member of the First Pennsyl vania Cavalry Beserve Corps, oomplaining of negleotln the paymaster's department. It stated that they had not been paid for some months, and represents that-their families at home are in want, and have only their pay to depend upon for support. The communica tion strongly appeals to the State to take prompt measures to secure their just dues. ■ Referred to the Military Committee, with a request that immediate action be taken. Mr. McCullough introduced a bill to lish a ferry across tbe Allegheny river at Kittanning, Armstrong oounty. Passed. Mr. Early introduced a bill supplementary to the act whloh provides for the sale of Rail road bridges on the Caleid turnpike, and other roads of the Commonwealth. The ob jeot is to extend the provisions of the act so as to include sales made by trustees under the powers granted to them under mortgages, and deeds. Mr. Patton, a hill supplementary to the aot relative to County Superintendents of Com mon Sohools. The object is to repeal the present act relating thereto, and provide for the eleotion of Superintendent hy the Direc tors in each and every county—but his pay is to come from the teachers or applicants for schools. Each applicant for a situation Is to pay one dollar for examination, whether be receives a certificate or not. Mr. Magee presented a bill to repeal so muoh of the act of the fid of April, 1856, as regards moneys and aooounts not at intorefl to be taxed. Mr. Johnson presented shill to amend the net relating to the collection of school taxes. The otyeot is to facilitate the oolleotion of sohool taxes, by placing them on the dupli cates of State and county taxes, and put for eolleotiou in the hands of the collectors of those taxes, .at materially reduoed rates of compensation. Mr. Champney presented a bill action for slander against husband and wife. The otgect is to make the property of the hus band not responsible for words spoken by the wife. Mr. Foster presented a resolution appoint ing a Committee of five to investigate the late eleotion of the State Treasury on Mon day. Passed. Mr. Kaine presented a bill relative to Di rectors of the Poor of 'the several counties of the Commonwealth, prohibiting directors from holding any other office connected with the poor house. Also, a bill supplementary to the act to in corporate the Pittsburgh aad Steubenville Railroad Company, requiring said company to erect ft bridge over the Monougfthela river so as not to obstruct the navigation of said river. For'some months past it has been no uncommon thing for men to turn up their eyeß and shrug their should ers when the name of Mr. Seward Secreta ry of State was mentioned. There was a mysterious something among those who -had been to Washington, a half-doubt half breathed and whispered by the mouth di rectly into the ear and there were hints thrown out which ripened into stories and in course of time statements were mode and finally, after a few obscure newspapers had given it a form, it came from Rich mond that the Secretary of the State was intemperate, that his habits were bad, and those wise fellows who goto Washington twice a month, shook their heads and looked wondrous wise. W e heard it every-, where, in different cities, but when we ventured to express a doubt or at least to ask how 4t was that one so badly addioted | to the use of intoxicating spirits could pen such able State papers, we found there were those ready to show us the man who had seen the Secretary in a very convivial condition though we always failed to meet the identical man who could vouch for the truth of the rumor from his own personal knowledge. “It would perhaps be useless to attempt to cOnvince some persons of the entire falsity of this report. They have accumu lated these flying fictions until they assure their own minds that where there is so much smoke there must be some fire. These old sayings aro so convenient when we want to deoeive ourselves, and so flat tering when we want to compliment our own sagacity! The Secretary,.however, in spite of his alleged 'devotion to the 'bottle, continued to discharge his official duties and the Trent affair made apparent the faot that a .vigorous pen and an undimin ished intellect were still in his possession.; Yet the story was current, and it was but last week that we came within one of see ing a man who had seen the Secretary when he was not the Secretary sober. “Most undoubtedly the story of his own* conviviality reached the Secretary's ears.^ We know that it did, in faot, and it puz zled him as much as it did others to ascer tain the circumstance which gave rise to it. Some thought it was a. rebel lie and gave little heed to it: but others who knew his style of living, were annoyed that such petty scandal should spread so widely. It however came to light "The Secretary | confessed that he had given just cause for suspicion; he had indeed been so thought less of appearances that he did not, per haps wonder any longer that the censor!-: ous world judged'him by his bottle. As is well known, the Secretary is a very hard worker. He rises early and is the first head of a department who is at his post. Nine o'clock in the morning very rarely finds his chair unoocupied, and very rarely too, is the Secretary to be seen at that hour without he is smoking a fragrant cigaT. ,A 8 he rarely leaves the State Department till late in the afternoon, his servant inva riably brings him a lunch and one of the accompaniments of this lunch is a bot tle. “It is thi) bottle—this inexhaustible boU tie—which has caused so many heads to shake; so many tongues to wag, so many, eyes to turn heavenward, bo many lips to murmur, and so many; imaginary head aches. It was the Secretary’s habit to as sist exhausted, nature which he felt so dis posed, by taking his lunch, and into a gob-, let—mark the proof positive—into a goblet ho poured the bottle At fcoat three fin gers, though some testify that they have seen him take four fingers neat. This he. not only did once or twice while dispatch ing his sandwich, but persons with excel lent vision swear he repeated oftener than even the law in South Carolino allows, whioh provides an intermission of five minutes between drinks—till the bottle vu apparently empty, though the next day it came replenished aa a kind of sen* try over a plate of edibles. While thus ta king his lunch it was noticed he was more communicative than ever which some will no doubt think very easily explained, add he appeared to converse with greater free dom. Strangers who had audience with tko Secretary looked aghast at the <( big drinks,” and told of them. Some even smelt the brandy and water; they saw it with their own eyes in the goblet, and they reasoned that any gentlemen who could drink such a quantity must get inebria ted; and soothe story commenced, and how it grew we need not repeat. It hap pened, however, that one of his family who had seen the Secretary drinking his cold tea in the goblet—for it was nothing .but a simple decoction of cold tea whioh the Sec retary is human enough to have a predilec tion lor—came to the conclusion that It was the bottle, the goblet and the tea which were the authors of the scandal after all, and a ohange was made* and a tea cup was substituted. The scandal ceased in and anund the department though it still Uvea abroad and hone hut those who have poli tical reasons for disliking the Secretary persist that'ii is still brandy and water, though taken from a cap.” We have heard these.same unfavorable rumors with regard to Mr. Seward,’ but never upon the authority of anyone who professed to: know the facts.
