M, Turning back from the fortifications of Manassas, on none of which was a carriage strong enough to hold a siege gun, in the face of advice and opposition, Gen. McClel lan determined to divide the grandest armv of modern time, with artillery and eouii mentsuchas the world had never eeen/ and transport the larger portion to the Peninsula, instead of moving npon Rich mond by way of Qordonsville or Freder icksburg, in which movement his advanc ing army itself would have availed as a covering force for Washington. Neither he nor the Government had the ordinary prescience to provide for reserves and just before starting he proposed a re duction of 16,000 from what time has shown to be our entirely inefficient cavalry force The Whole defence of Gen. McClellan, semi officially written for the New York World. by Dr Wialar, of Philadelphia, his friend from boyhood, who was with him during the last battles before Richmond, all reels on an absolute false assumption which bad before gone vaguely to the country, and which has remained uncontradicted author itatively to this hour, because the Govern ment could not, in defending itself, attack Us own General—we mean the charge that troops agreed to be a part of Gen. McClel lan s peninsular foroe were detained from him after he had embarked. We ,!r\' n ° U “ l a ‘ ia w " utterly false, and we will briefly give the truth. With refer ence to the expedition to the Peninsula, the President, wisely and of his own motion, , J formal written order, prescribed that Washington should be left “absolutely se cure," and that Gen. McClellan and the four generals of army corps should decide what such force should be. By elaborate written report they decided that 65,000 men were necessary for the immediate de fence of Washington, of whom 30 000 were to occupy the defences on the north and fully man those on the south side of the Potomac, and 25,000 were to operate as a covering force immediately in-front of tbe latter. Before leaving, the general placed Gen. Banks, with 35,000, on the line of Winchester and Slrasburg. In the, same way, and with equally posi- I live knowledge, we stated that in June last some of tho reasons why General McClellan ceased to be General-in-Chief. It is not -necessary to reiterate that deliberate and ( guarded statement. We left it to be deter mined whether he had the ability to be more -successful as the head of a grand offen sive army thjn he had been as General-in- Chief. While at the head of 200,000 men, he wished to divide his army and transport one portion of it to the Peninsula, leaving his enemy entrenched at Man assess. This plan abandoned, the movement in flank upon Manassas 'failed, because engineers of his own selection, under his personal superintendence, and meanwhile recom mended by him for promotion, collected boats for the passage of troops, which, when the foroe was assembled for movement, acre aU found too large to pate through the lock of the canal.opening into the Potomac The movement thus announced to the enemy was necessarily abandoned, and every rebel escaped from Manassas, of whose evacua tion the general was utterly incredulous in the face of cumulative and true testimony , cmbark «<' for.ths Peninsula with wojUW aen, and their armament and sup-. plies, in the most magnificent feet of trans port* this world ever aaw. From on ship board he made the unexpected and aSton- UhJng request for the whole of McDowell’s covering force of 30,000 then outlying, as agreed, the forte opposite Washington, and for eight regiments in addition. The only 1 suggestion he could make of a force to sup- i ply their pieces, was some four regiments t l *^ B In . By that report it was demonstrated i that, with the exception of M’DoweU’s cot- J ering ferce, there were only 18,000 men, ] nearly all disorganlied regfment* rejected by Gen. The President then referred the whole evidenoe to two general* todeolda whether, * . ei lu .9 lollan8 wqaest were complied with, Washington wou!d be left defended within the terms of the order and agree ment, and they of coarse decided adverse ly to the request. From this force of 48,000 men the Presi ““‘i then, withdrew and sent Gen.’ !“ Qen - Franklin's 12,000, leaving 36,000 instead of 66,000 men for the de! fence of Washington.
