If there has been delay, inaction, imbecility—if rebel armies have escaped at Bowling Green, Corinth, Ma nassas, Yorktown, and just now again in Kentucky, it 1b not the fault of’ Abraham Lincoln—not hit “imbecility”-— not hit “weakness”—not because he looked “the heart or the brains to succeed*'—not because | there was with him “the want of either power or of dispo£ftjoa.” The responsibil ity is with these Commanders of Union armies who allowed them to escape, and thus allowed the existence of the rebellion to be prolonged. ! With these advantages gained, they oonsid [ er themselves sufficiently strong for the oard of foreign intervention, which is with held only to be plsyed.at thedecisire point in the game; and then they reokon on the exhaustion, cupidity and fears of the North for consent to a compromise of hostilities and a conrention for the purpose of agree ing to a boundary. On the other hand, it is apparent, from other and reliable statements, that in this scheme the entire temper of the Northwest, on which they reokon largely, is misunder stood. Whenever the “ solid men "of the Atlantic Stales shall consent to diaouas the question of a boundary, the whole attitude of the New States will ohange, and the theory of a line diriding the North and the South will be set aside at once for another, separating the Atlantic States from the Valley or the Mississippi.
