Principles of National taxation.
The &lowing judicious remarks on this
important subject, are from the Philadel-

speakers, pro and con., during the progress
of diiinssion on this subject, as they
:reached an several months—what a differ , .
ence it Would make on ill sides, if the gen
tlenien generally bad assumed their own
ignorance on this subject of taxationotml
acted ',accordingly. In that case, they
-would have tried to learn somewhat from
men who bad made the subject a special
study they would have availed themselves
of the instinctive debates on Sir ROBERT
Pszaii Tariff Bill of 1847, and of the
hardly less important, and perhaps still
more instinctive, debates on the measures
of Mr. Ow:moss, especially in reference
to the Stamp Duties, and some other suc
cessful reforms initiated and carried by
.that able finance minister, in 1854 and
subsequently.
So far as we are advised, had the views I
of Mr. CHASE prevailed in the Committee
of Ways and Mans last session, we should
have had, a system of taxation founded
upon just principles, simple and easily
worked, such as the intelligent writer of
the folloWing remarks evidently sees must
replace the present Complex and cumbrous
law:
Ere long, no doubt, our whole system of
national taxation, will be reviled; improved,
and systemized. The great principle of
fair taxation is to come upon tax-payers in
anoh a manner as will produce most money
with least pressure upon the public.. The
pressure ought to graduate, so as to fall
heaviest upon the rich. Oar income-tax, is

so productive in England, and is there
complained of as unequal. The variable
income derived from professions and trade
and personal exertion, mental or bodily,
should bo taxed less heavily than the in
come derived from real or personal proper
ty, which is not variable, but permanent.
In our next-Tax-Act we hope to find this
distinction. remembered. Another improve
ment, for
. which England has to thank Peel,
is to tax as few articles as possible. In
1842, 'upwards of 1,200 articles were taxed
under the British Custom-duties ; now only
- 24 are so taxed. There then were 8 Excise
duties, .now reduced to 4. Yet. these 24
commodities yield hn anneal revenue of
$210,000,000, leaving allother-commodities
free. In our new tax-bill, we understand,
there are imposts on 3,450 articles as
against 24 articles of British taxation.
.oat of $342,500,000 of annual British-re
venue, upwards of $210,000,000 are raised
tinder the bead_ of customs and excise land
wine, spirits, malt liquor, raalt,.hops, tobac
co, and licenses produce $135,000,000 of
revenue. Bo 'au smokers and drinkers of
'England, *hoe° personal indulgence is
taxed, pay the interest on her National
Debt. , On sugar, tea, coffee, arid corn taxes
to the aractunt of -$67,500,000 a year are
levied,ernd are mainly paid by the masses.
It is doubtful whether these imposts upon
necessary, articles *ill not be eventually
abolished. What we mean to impressupon
our readers is that by a good and simple
system of taxation, ti very few articles can
yield a large income, colleoted-at far small
er cost,- than the Tax Act of 1862 seeks to
obtain by imposts upon a very largo num
ber and very groat variety of articles.
Here, ea-abroad, the smokers and drinkers
should pay largely for the luxury of
drink and tobacco. No doubt, the eye
tem will be'revised and simplified.
Theo effect of the drain of Republican
'voters from their homes to the army has
not been as severely' felt in this State as
we apprehended it would be before the
election. We have lost two members of
Congress, se compared -with the present
delegation. The Westmoreland district, in
which Mr: Dawson succeeds Sir. Covona,
is not what it was in 1860. Then it was
Westmoreland, Indiana and Armstreng—
new it is - Weitmoreland, Indiana and Fay
ette. Had it been left as it was, Mr. Bvew
aar would have been elected easily ; or
had our- friends nominated Mr. Covonr.,
who is strong in Westmoreland, they would
have still carried the district. Mr. Slaw-
Aar, Rho resides in Indiana,' made a
splendid run in his county ; but he lacked
tbe strength of his predeceseor.in the resf
of his dintrioL It was an unfortunate
movement to change the candidate at such
a time as this, especially in the face, of
such a change as in the district; and it
Was ungenerous on the part of the Legis
lature to overload that noble little county,
Which gave More than her usual majority
to the Republican candidate, and yet was
overpowered.

States, nothing for helping friends, less
than nothing for encouraging the spirit of
unity, but are absorbed in their horror at
the thought of losing by competition with
negro laborers, and losing doubly by taxes
to compensate the masters of those laborers
for their slaves. We would rather follow
Mr. Jefferson Davis than the Democrats of
the North. He at least sins lustily, like a
chief•who would reign in hell. They are
for a weak and paltering policy—for a war
which would represent nothing but a wick
ed and overgrown jealousy, and a constitu
tion that anxiously guards against the pos
aibility of expressing a national filth."
The Election.
Tau following paragraph, from the New
:York Herald, of yesterday, indicates that
that journal regards the election of Pertain
Democrats to Congress as a new Iledge
that there is to be a - more vigorous prose
cution of the war. So mote It be:
Dieipointment of the Rebel Leaders and
NeFepapere.—The Richmond papers have
reckoned without their host in the case of
our elections: They calculated that there
would be 'a great Demimratie uprising in
their favor, repudiating the Proclamation
of Mr. Lincoln, and that peace would soon
be the result. The rebel officers engaged in
the recent raid into Pennsylvania expressed
the same sentiment at Chambersburg, as'
appears 'from the letter of Col. McClure,
which we published yesterday. But these
hopes are now blasted. The elections have
been• held, and' -it they, indicate-anything,
it. is a 'vigorous proescntion of the war for
the Union till it is brought to a successful
issue. Let the rebellions States, therefore,
take warning. The war will'be carried on
more vigorously thau ever, and there ie
nothing left for them but submission to the
anthorityof the United States Government,
or to pay the penalty of their obstinacy
arid folly.
