So far as we are advised, had the views I of Mr. CHASE prevailed in the Committee of Ways and Mans last session, we should have had, a system of taxation founded upon just principles, simple and easily worked, such as the intelligent writer of the folloWing remarks evidently sees must replace the present Complex and cumbrous law: Ere long, no doubt, our whole system of national taxation, will be reviled; improved, and systemized. The great principle of fair taxation is to come upon tax-payers in anoh a manner as will produce most money with least pressure upon the public.. The pressure ought to graduate, so as to fall heaviest upon the rich. Oar income-tax, is Copied from the impost which has become so productive in England, and is there complained of as unequal. The variable income derived from professions and trade and personal exertion, mental or bodily, should bo taxed less heavily than the in come derived from real or personal proper ty, which is not variable, but permanent. In our next-Tax-Act we hope to find this distinction. remembered. Another improve ment, for . which England has to thank Peel, is to tax as few articles as possible. In 1842, 'upwards of 1,200 articles were taxed under the British Custom-duties ; now only - 24 are so taxed. There then were 8 Excise duties, .now reduced to 4. Yet. these 24 commodities yield hn anneal revenue of $210,000,000, leaving allother-commodities free. It is doubtful whether these imposts upon necessary, articles *ill not be eventually abolished. What we mean to impressupon our readers is that by a good and simple system of taxation, ti very few articles can yield a large income, colleoted-at far small er cost,- than the Tax Act of 1862 seeks to obtain by imposts upon a very largo num ber and very groat variety of articles. Here, ea-abroad, the smokers and drinkers should pay largely for the luxury of drink and tobacco. No doubt, the eye tem will be'revised and simplified. Theo effect of the drain of Republican 'voters from their homes to the army has not been as severely' felt in this State as we apprehended it would be before the election. We have lost two members of Congress, se compared -with the present delegation. The Westmoreland district, in which Mr: Dawson succeeds Sir. Covona, is not what it was in 1860. Then it was Westmoreland, Indiana and Armstreng— new it is - Weitmoreland, Indiana and Fay ette. They are for a weak and paltering policy—for a war which would represent nothing but a wick ed and overgrown jealousy, and a constitu tion that anxiously guards against the pos aibility of expressing a national filth." The Election. Tau following paragraph, from the New :York Herald, of yesterday, indicates that that journal regards the election of Pertain Democrats to Congress as a new Iledge that there is to be a - more vigorous prose cution of the war. The rebel officers engaged in the recent raid into Pennsylvania expressed the same sentiment at Chambersburg, as' appears 'from the letter of Col. McClure, which we published yesterday. But these hopes are now blasted. The elections have been• held, and' -it they, indicate-anything, it. is a 'vigorous proescntion of the war for the Union till it is brought to a successful issue. Let the rebellions States, therefore, take warning.
