In making war upon the Union, the rebels have assumed all the risks and re sponsibilities of their unlawful deed ; and the President is bound to reduce them to subject/ern, and for that end he is made Commander-in-Chief and clothed with full plenari powers, and he is sworn to use all military means allowed by the laws of war, to crush them. It is his sworn duty to deprive them of all kinds of property which will weaken them. Slaves form no exception to this rule. Ile would be faith less to his oath to preserve and protect the Constitution if. he made an exception of slaves, which, of all property, is of the most value to the rebels, and affords them the greatest substance in maintaining the,re hellion. The tortes, who are opposing' the proclamation, are, in fact, demanding that the President shall violate the constitution; that hershall be faithless to his solemn obit valour, they actually require that he shall not deprive _the rebels of their greatest means of resistance; that he shall trample on the Constitution which he is sworn to preserve, by. neglecting to take from its enemies their chief support.
