They point you, too, as evidence of thiti, to the fact that the army is fuller Demooratioflenerals aid Colonels, and that Lincoln and Curtin have both found it necessary to employ them almost exclusively. If the fact be so it will serve, perhaps, fo . account for the prolongation aid the disasters of the war. It hardly, perhaps, explains the very curious problem why it is thirt with such immense superi ority in numbers and resources we do not seem to get along, and tho job apparently enlarges upon our hands. The Butternut Democracy does not want to fight. Its policy hart i alwaysbeen to pro tract the war and render it unpopular, in order that it may use that unpopularity as a means of getting into power anew. It wants nobody hurt in the South in the meanwhile. It would rather hang a thous and Abolitionists—by which it means Re publicans—than allow even one nigger to escape from the service Of his master. It prothiees you peace and compromise on its auspicious return. Restore it, and what a peace! The rebels refused all overtures of compromise before they went out: They have since declared again and again that they wig never- return to us upon any terms.,;gt is possible that they might voucheale to accept our submission to their perpcitull rule—which would be the rale of an oligarchy, and would involve, of course,. the abrogation of the majoritrprinciple, and a radical chlinge of "the Constitution as it is." These Butternut gentry would not, how ever, stick even at that.. They are so un used to freedom that the4' would be flattered by the privilege of putting on again the livery'of their old masters. All they want is to reconstruct the party for the sake of its emoluments. Reitore them to - power and your army will pass • under the yoke, betrayed •and conquered. Restore them, and Breckinridge, and Floyd, and Davis, will be invited back at once to take the Presidency and mate your laws. _Restore them } and yen will havenot only immunity and honors to the rebel leaders—honors instead of punishment—bat they will dis honor your war debt, and pay nothing to your wounded-and disabled heroes, unless you make indemnity for every lost or run away slave—for every farm that has bait ravaged—for every cotton bale that - has been burnt by themselves—and agree to reimburse the very expenses of their wicked rebellion, by assuming the huge debt which they have incurred in' its prosecution. The treasonable views of this man are and have long been well known, yet he is retained as the leader of the party in this State. What is the sober and logical in ference? Mr. Hughes is a Southerner by birth, and it is not strange that he should sympathise with the rebels; but if the mass of his party were loyal men, they would not keep him in the position he occupies The Meeting of Governors H Many of our Breckinridge journals, of the pro-secession stamp, loudly denounced the the late meeting of loyal Governors at Altoona as a vast conspiracy, a conclave of dictators, who had come together to force the President into measures contrary to his better judgment in his general atimin istrition, and particularly in the conduct of 4e war. But these gentry are now mum, since they have discovered that these patri otic Governors have done none of the things of which they were so vehemently accused in advance. They did many good things, not one of which had in itOven the semblance of dictation. They expressed their cordial approbation of the Proclamation of EMall cipatiOn; they took counsel on the best Means of filling the ranks of depleted regi ments in the field, and on the formation of a powerful reserve corps to act upon such emergencies as that of the late rebel inva sion of Maryland and the threatened inva sion of Pennsylvania. The meeting prom ises the happiest ratite. It will greatly strengthen the hand! of the government, and do no damage to anything except Breekinridge democracy. Be Assessed.
