Tort Roval, 8. C.,-August 1, 1802. j
The bearer, Prince Rivers, a Sergeant la
First Regiment South Carolina Volunteers,
lato clalmed as a slave, having been employed
in hostility to the United States, Is hereby,
agreeably to: the Jaw of the 6th of Aognst,
.1861, declared vrrr Vorrvrr. His wife and
children are also free.

'A Text and Commentary.
An insurrection broke oat among the ne
groes, a fow-miles op the river, whioh caused
the women of that neighborhood to apply to
an armed boat, belonging to ns, passing down,
for aid ; %Qd the incipient revolt was stopped
by informing the negroes that we.shonld repel
an attack by them upon tho women and
children; — Gen. ButUr'e late letter . :
On this the N.Y. Tribune remarks:
Gen. Butler is careful not to hint tho
reason that tho “women and children” in
question are obliged to appeal to him for
protection; but weallknow. It is because
theirhusbahds and brothers are away in
the rebel armies fighting to dissolve the
Union. While ihey are killing the Union
ists of the North } we are to kill those of the
South, thus making everything serene.
The paragraph quoted, affords jstrikihg
confirmation of Gen. Phelps’ promise that
“Society in tho South seems on the point of
dissolution.” The slaves of Louisiana, says
Gen. Butler, are held.in subjection by the
terror of the Union arms; while the mas
ters of those slaves are notoriously engaged
in the congenial and admired vocation of
killing and maiming our brother Unionists
in. the National armies because they are
Unionists.
Uniforms Held toAccount.
< On and after this day, the 13th instant,
the order from the War Department re
specting stragglers; in uniform is to bo en
forced. Every person found in uniform in
the public streets will bo required; to show
his papers, prove himself a military man,
and to have just cause for being absent
from his command. Every one - found, in
military clothes, and not able to give a
satisfactory account of himself, wilU be
obligod-to go to the nearest military depot,
where five dollars will ’be paid Jo the officer
arresting him, and he will there be subject
to a rigid examination, which will end in
his being divested of his uniform, or iu his
being sent forthwith to his command. The.
enforcement of this order in the Eastern.'
cities will, it is stated, rid them of a great"
nuisance, in the shape of individuals';'who
perambulate, the 'streets in uniform for
purposes of a private and. often-, of an evil,
character.— national Intelligencer.
A good stokTj and a truo one, is told of

-He addressed a note to a person who had
ordered a petty farmer upon his laud, some
nino miles from town, to haul down the
national' flag. Tim -1 father-in-law of this
man, a president of one of .our banks,
waited upon the General to know whether
be had written the note. - “1 did/' said the
General. “Are you. the person"?” “No;
I am his father-in-law.” - “I give you thirty

air, thirty minutes 1” The two came at the
appomte<r time, and the offender confessed
that he had committed the offence against
the flag. .‘‘You must, both of you, take the
oath,” said tho General, “and I give you, sir,
two hours lo hoist that flag-upon the same
spot where iiwas pulled down.” But, Gener-.

Thb , Nisb Mojitos' CaUpaignj—'The
prospect of the nine months' campaign is
Inot Tory unpleasant for one who has any
fancy for a soldier’s life. Suppose the
regiments to be fonnedhy the beginning or
the middle of September, the hot weather
will bo abouVOter by that time. We pre
same the men will be sent at first into
camps of instruction, perhaps in' their.re-,
spectiye States/ We . suppose that, then
some of thein, possibly all of them, will be
sent down towards the sceno of action, as
the cooler months come on, to garrison,
towns and forts. After they hare become
pretty well diillcd, some of them may be
drawn down to join the active army, and
taste those; excitements of the field, for
which many of thein will by that time be
glad to exebangotho quiet life of camp.
So the months will pass on, and May will
find the militia' regiments turning their
faces homeward, “every man a hero,” ro
counting his.’experiences in the Vfield.—•
