An insurrection broke oat among the ne
groes, a fow-miles op the river, whioh caused
the women of that neighborhood to apply to
an armed boat, belonging to ns, passing down,
for aid ; %Qd the incipient revolt was stopped
by informing the negroes that we.shonld repel
an attack by them upon tho women and
children; — Gen. ButUr'e late letter . :
On this the N.Y. Tribune remarks:
Gen. Butler is careful not to hint tho
reason that tho “women and children” in
question are obliged to appeal to him for
protection; but weallknow. It is because
theirhusbahds and brothers are away in
the rebel armies fighting to dissolve the
Union. While ihey are killing the Union
ists of the North } we are to kill those of the
South, thus making everything serene.
The paragraph quoted, affords jstrikihg
confirmation of Gen. Phelps’ promise that
“Society in tho South seems on the point of
dissolution.” The slaves of Louisiana, says
Gen. Butler, are held.in subjection by the
terror of the Union arms; while the mas
ters of those slaves are notoriously engaged
in the congenial and admired vocation of
killing and maiming our brother Unionists
in. the National armies because they are
Unionists.

< On and after this day, the 13th instant,
the order from the War Department re
specting stragglers; in uniform is to bo en
forced. Every person found in uniform in
the public streets will bo required; to show
his papers, prove himself a military man,
and to have just cause for being absent
from his command. Every one - found, in
military clothes, and not able to give a
satisfactory account of himself, wilU be
obligod-to go to the nearest military depot,
where five dollars will ’be paid Jo the officer
arresting him, and he will there be subject
to a rigid examination, which will end in
his being divested of his uniform, or iu his
being sent forthwith to his command. The.
enforcement of this order in the Eastern.'

nuisance, in the shape of individuals';'who
perambulate, the 'streets in uniform for
purposes of a private and. often-, of an evil,
