IMPORTANT_ CORRESPONDENCE. I he President's Appeal to the -•- . Border States. . The, Itepreseittativestcd' Senators of the Border Slaveliolding Sta hiiing, by special invitation of the President, been - convened at the Executive Mansion on Satuiay morning, the 12th init., Mr. Lincohi addressed them is follows - from a written paper held is his hands: Qestheien—After the adjournment of Con gress, now near, I shall have no opportunity of seeing you for-several months. Bellivifig that you of the Border States hold more pow , er for good than any other equal number of members, I feel It a duty which I cannot jus tifiably waive to make this appeal to you, I intend no reproach or complaint when I assure yon, hat, in my opinion, if you all had voted forte , resolution in the grades] em bleed= message of last March the wit: itti would now. be -substantially ended. And the plan therein proposed is yet one of the most potent and swift means of ending it. Let the States which are in rebellioneee definitely and cer tainly that in no event will the States you represent over join their proposed Centedera py, and they cannot much longermaintain the contest. But you cannot divest them •of their hope to ultimately have you with 'them Co long as you show a determination to perpetu ate the institution within your own States. lest them at elections, as you have over whelmingly done, and, nothing damited, they still claim you as their own. You and I know what the lever, of their power is. Break that lever before their- faces, and they can shake you-no morn forever. Most of you hare treated me with ; kindness and consideration, and I, trust you will not -now think I improperly touch what is exeln sleety- your own when, for , the sake of the whole eountry,'•l ask, "can,. you, for your States} do better than to take the course I urge? •Disearding ' and =minis adapted to more manageable times s and look ing only-to the rthpreeedentedly stern facts of our case,-cart you do better in any possible event? ~You _prefer that the constitutional relation of th6States to the nation shall be practically restored without disturbance of the institutioi; and, if this were .done, my whole duty, in this respect, under the Consti tution and my oath of office, would be per formed. Bat it is not done, and we are try ing to accomplish it by war. The incidents of the war' cannot be avoided. If the war • continues long, as it must if the ohjeot be not sooner attained, the institution inyour States, ' willbd extinguished 'by mere friction and ab rislon—by the mere incidents o! the war. It will be gone, and you will have nothing val. sable in lieu of it. Much of its value is gone already. How much better for "Mr and for your, people to take the step wlieh at one, shortens . the war, and secures' substantial compensation for that which'is sure to be -whobyloat in any other event How much better to thus save the neon°, which else we sink forever in the war I How much better to do it while we can,' lest the war: ere long render us pecuniarily unable to do it I How much better for you, as seller, and the nation, as buyer, to sell out and buy out that without which the war could never have been, than to sink both the thing to be sold and the I price of it in cutting one anther's throats. An instance of it is known to you. General Hunter Is .an honest man, He was, and hope still is,' my friend. I valued him none the less for his agreeing with me in the genital wish that, all men 'everywhere could be freed. He proclaimed all men free within certain States, and I repudiated the procla mation. He expected more good and less haim from the measure than I could believe would follow. Yet, in repudiating it, I gave., dissatisfaction, if not offence, to many whose support the country cannot afford to lose. And this is not the end of it. The pressure in this direction is still upon me, and is in creasing. By, conceding what I now ask you can relieve me, and, much more, can relieve the country in.this important point. Upon these considerations I have again begged your attention to the message of March last. Before leaving the Capitol, con iider and discuss it among yourselves. Yon are patriots and statesmen, and •as such I pray you consider this proposition; and at the least commend it to the consideration of your States and people. As you would per petuate popular government for the best peo ple in the world, I beseech you that you do in no wise omit this: Our common : country is in "rest peril, demanding the loftiest-views an !silliest action to bring a speedy relief. Ones relieved, its form of government is saved to the world ; its beloved 'history and cher liked memories are vindicated, and its happy future fully assured and rendered inconceiva bly grand. To you, more thin to any others, the privilege is given to assure that beep!, seas and swell that - grandeur, and to link your names therewith forever. The Border Statesmen' were unable to agree in a reply to this eloquent and touch ing address. large majority 'agreed to reject the President's proposition, and they conclude a long address with the following - - impudent, almost'insulting refusal of the nobleAirepotition made them, to-wit: . Before they, ought to consider the proposi tion it should bevresented In such a tangible, practical, efficient shape as to command their , confidence that its fruits are contingent upon their acceptance. We cannot trust anything to the contingencies of future legisialion: If Congress, by proper andaseessary legislation, shall provide sufficient funds, and place them at your disposal to be applied by' you to the payment of any of our States or the citizens thereof . who shall adopt the abolishment of slivery either gradual or immediate, as they may determine, and the expense of deports tion--and colonisation of 'the libensted slaves, then will our Stater and people take this proposition into , careful oonliderati6n; for such decisions, in their judgment in demand ed by.their• interests, their honor, and their duty to the Whole country. Labor in the cotton fields is the most painful, and destructive toil; and, as you doubtless knovri in the' Border Statei, the threat of sending negroes to the extreme South is one of the most fearful that can be made; for they regard life down here as the nearest approach to a terrestrial tophet. 5W4E3.11108 OP, IrtlE PLANTATION. AV Ea. Several of the titegroes 'with whom your correspondent has talked have told, in a rude but earnestly eloquent way, of what they have endtired in cultivating the royal staple of Secession, the great deceiver and partial causer of the present Rebellion. They declare that they never were-so I badly treated as they have been during the past twelvemonth. They have been over worked, poorly fed, wretchedly clothed, and cruelly beaten, without any. other reason than .lo destroy their refractory spirit and prevent all possibility of, insurrection. .The effect of this increased :teverity has. been exactly the contrary of whet was desired. Negroes who were content with their con dition a .. year ago have , since grown very impatient of, bondage, and: resolved to run away whenever they, could obtain an op portunity. • They have bed little Am i te eat during the present year than corn=bread and molasses (bacon, dour, and beer having been ex tremely scarce on account of the blockade —those articles being purahased usually 'from the North), audit infrequently have they been forced to labor very severely when they had very little aliment.. In con sequence of this kind of. treatment, many of the slaves have died, and it Is said that the mortality among the blacks has never been so great ai during the past twelve month. COTTON HILL RAINED IN THE SOUTH The statementreiterated again and again in the Secession journals that no cotton had been or would be planted this season is contradicted by the evidence of the fugi tives, who say they never performed so much labor in the, cotton fields, and that such large amounti of seed were- never sawn • as daring the present yees. The planters have done this in opposition to the commands of Jeff. Davis dynasty, hoping to realize a large profit from the product of the staple. asvoiTnia caunty TO sLA.vAs Some days ago, a family of negroes ar rived at Gen. Viiiltaios'a headquarters, and asked for some employment, as they bad been prompted to fly from their home on account of cruel treatment. Boon after a woman, living, she said, i n Mississippi, some twenty miles south .of Vicksburg, went to the General's tent and claimed the nigroes, declaring .she was tenderly at, tacked to theta, especially to the younger ones,. and that they were her only means of support: So cunning a tale'did she tell, so much feeling did she seem to, display, that the General believed" her, and promptly re turned her negroes. A day or two after, he heartirthe had whipped the slates half to death; and had actually tied up two of the youngest, ten and twelve years old, an & set upon them several fierce dogs, whit% bad nearly devodred their' hands and arms and terribly mutilated their bodies. ,The General sent some of his soldiers to the widow's plantation, and they confirmed the story,-borrible as it is,' in nearly all of its shuddering partleulari.. The General lost noti me in depriving her of her chattels, promising to give them employment when the condition of their wounds would enable them to work. This woman has the repu tation and position of It lady in the South, and possesses intelligence and mintier, far above moot of the women living in &anis. ,How entirely barbarous and inhuman is the influence of slavery upon all who breathe its poisonous and soul-destroying atmosphere I PUBLIC JfOTICES. .., -- 7L,F.CTURE AT -THE IRON CITY 11eY OOLLZGIE. comes `of Peon and At.
