The ,Wasaington eorrespondent of that pa per has, however, corrected its false im pression, in the following manner: The resolutioni. of Mr. Sumner, con demning the appointnient of Mr. Stanly as Military Governor of North Carolina, will . probably be brought before the riouse,of Evresentatives, perhaps slightly varied,. as many members are of opinion that Con gress alone has the right-to provide tem porary—provisional governments for those States which have' destroyed their awn gov ernments. • This was the doctrine advanced in a se ries of resolutions offered in the Senate by Mr. Sumner last winter, and other mem bers of Congress have introduced. different propositions for the temporary government of the seceded States, but no action has as .yet been taken on the subject; consequently the President has appointed Messrs.
