The most fatal stab that the institution of Slavery has yet received wasi given by the Sovereign Convention of North Carolina, at one of its recent sessions, in the shape of a tax upon slaves. The following tax on this Species of property was levied :' "The annual tar on all slaves over 3 and lees than 10 years of age is ss'i; over 10 and less than 15, $10 ; over 15 and less than 20, $l5 ; over 20 and less than 45, $20." -' As strange as It may seem,: this measure became& law by a large majority, and is now embodied in the State Constitution: Of coarse, theinost extensive slaveholdere opposed this mode of taxation "as at war with Christian principles, and were shocked to think, that, such an outrageous proposition should be broached in this enlightened century." "What," says Kenneth Rayner; "do yotior9- 'pore to levy a tax npon human being 9 chat have seals? Why, Sir, a snore Shocking bar barity could not be perpetrated. At. 'the commencement of Secession you were cacao& ingly patriotic, and said that the South must secure her independence, at whatever sacrifice of blood or treasure. "Gentlemen, you have succeeded in forcing the State out of 'the Union; you have also succeeded in saddling a great debt upon the State; thus far your willies have beonrealized. You hare had your way. In gratifying your wishes this debt has been incurred. You have remained at your firesides while the fearful struggle was going on, and oblige those who represent no property to fight your battles. Now, that the debt has been contracted 'by you, who represent the slave interest of 'the State, you nevertheless' have [be coolness, with all these facts staring you ;in the face, to rise in your places and refuse to be taxed. By objecting to ,pay.yonr share of this great, debt you are obligihg those who fought your battles to pay it tor you. I desire to know if there can be anything more ungrateful' and Inhuman than , this ? I had no halid in bring ing about this unholy war. I waenot in flivor of Secession; and am not now.
