The extraordinary movements by whicit
Gen. BANKS was stripped of his troops, and
compelled to fall back to Strasburg, and:
subjected to defeat and disaster, is the
subject of painful inquiry to tho whole coun
try. It was noticed in the Senate, on Mon-.
day, and Mr. Davis, of Kentucky; laid the
blame on Mr. STANTON. Mr. W/LSON, of
Massachusetts, said that the President was
entirely responsible for these movements.
Mr. Timm:rm., of Illinois, inquired if It was
not at Gen. McCtici.t.ss's repeated and urgent
request, that the troops had been sant him.
Mr. WILSON replied—that Gen. - McCrattsan
was of having these troops, and that
Gon. Passwtas's Division, about ono-third of
all McDowsm. had, was 'matte. him.

The mission of Gen. Banks was to seise
and hold tho Valley of the Shenandoah
stretching south-west from Harper's Perry to
Staunton, at which point bo wouldhavo com
plete command of the railroad, and would be
in position to hold Western Virginia, to stop
rebel reinforcements to Richmond, and, if
necessary . , advance upon that city In the rear.
How splendidly he;bad prosecuted this task,
and bow nearly it badbeen accomplished, the
public know. Ile bad driven the rebels stead
ily before him ' defeating them in, every en
counter, until he had finally establighed his
headquarters at Ilarrisonbrttg, which was
only twenty miles
s train Staunton. At that
point be held the rebels who were in front of
him under Jackson, numbering about 16,000
men, completely in cheek. Another move
ment in advance would have effected their
destruction, and for that movement he was
making diligent preparation..
Just at this moment he received an order
from tAn War Department directing Ain to rend
15,000 of Ais troop wider ans. Shield,, to rein
force Gen. McDowell, at Fredericketurg, and to
/al/ bask upon Straebary, some fifty...ilea in Air
rear. That the War Department bad some
reason for this very extraordinary , Movemant,
as we have said already, Weiato not permitted
to doubt, and we presume theSeermary in due
tints will be prepared to show. 7-
W• can hardly see how ,the 'tloronunent
could bate . neoldnd appreit, tiding disaster.
Washington was so stripped of troops, to seed
to the Peninsula, that some point had to be
left unguarded. It must have been well
known that the rebels were in force in .the

On Monday, the /2th, Snizt.na left New
Market with theittoOpi to reinforce McDoe ,
au, and arrived at Front Royal on Wednes
day. On" Ma way be poised the division of
the rebel Gen. EWELL, who was hovering In the
mountains with ten thousand men.
Letters from that region say that General
Grant's Command was also detached from
Bangs, and ordered to report to McDowELL.
At any rate, on last Saturday he was at White
Plains, 013 the east of the Blue Ridge, where
be could be of no use In supporting Banes.
ALLEGHENY Clovsrrt, r.
The rear•gaard of (en. SHIrLDS left Front
Royal on Sunday, the 17th, and a letter from
that place, of that data, to the New 'Fork
Herald, says :
Two days ago Altman and Jackson, the rebel
generate in the valley, united their /brew with
those of tie rebel General !;wolf, and encamped
around Harried:l.6aq. It is now reported that
they are advancing toward* Strasburg, .lowly
and steadily, and, according to one statement,
they are already as far at Edinburg. If this
is so they will probably try to overpower Gen.
Ranks' command at Strasburg.
Thife it will be seen that a week before the
attack upon BANNS at Strasburg, it was
known that the enemy was advancing in
stronCorce, and yet to great wireithe Tra
mmed necessities of ilicDowett, thitSarzum
was suffered to depart, and no attempt made
to reinforce 813111.
We must confers wo cannot see the wisdom
of these movements, for it was almost abso
lutely certain that Dials would be attacked
by a superior force, if left Whim isolated con
dition, with only four or five thousand men.
The New York Times lays the blame on the
Secretary of War, but Mr. Wttaos, who fo
Chairman of the Military Committee. of the'
Senate, exhonoraten hiM from all blame in the
premises. No doubt the whole subject will
btrthoroughlyinvestlgated. We merely pre
sent such tutu as we have to our readers,
without* comment, blaming no one until we
know certainly whets the fault lies.

An Important Correction.
The ettraordinary speech attributed to Dr.
Wallace, of the Lawrence and Bearer district,
has excited considerable attention in this re

The New York 17crold contaio thi follow
ing dispatch : .
. .
After three-fifths of Ins army had hi;en tent
to reinforce Gon. McD‘owell, from Om ,
red approach of the rebel forces undm - J.:-t - itson
end . Ewell at Fredericksburg,it appears now
that the supposition of Gen. McDowell that
Jackeon and Ewell were pressing upon his
front was iocorract, and that at the very mo
ment whenihe called for there reinforcements
these rebel Generals were still hovering about
General Batiks' position, and were not within
sixty miles, or several days' march of Fred
ericksburg.'
This account is corroborated by letters re r
coifed In this city from an intetligenl member:,
of Knap'e Battery, dated Front Royal, May
20, which eays :
"Gen. Shields, with 17,000 men, has gone
by Wavrenten, to try to entrap Jackson."'
It would appear from all this that General
McDowell was apprehensive that the whole
force which bad bean before Banks in the.
Valley, had crossed the Blue Ridge, and was
about to fall upon him. Having only 20,000
Men, after Franklin's Division left, be called
for reinforcements, end Banks' men, under
Shields, were rent to him. The fact of the
President going to Fredericksburg ebout the
time the attack was apprehended, gives color
to the supposition of an attack - being antici
pated.
Attlee same time neither Jackson, nor John
son, nor Ewell had left the Valley, but were
massing their men for in attack.
Great Frauds In Indiana State Bonds.
A special dispatch from Indianapolis to the
Cincinnati Gazette, makes the following start
ling disclosures of fraud,
IFLIANAPOLIS, May 25, 1562.
The people of the whole country will be
startled by the exposure of one of the largest
and most gigantic frauds ever perpetrated in
this country. Previous to February, 185 i!, it
was the practice of this State to allow the
agent of the State, residing in the city of New
York, to keep constantly on hand in his office
• largo number of blank certificates of stock,
which were signed and sealed, except by the
agent.
It is now discovered that during the year
165 1 , Mr. D. C. Stover, as the clerk of Hon.
Job 3 A. Cravens, the present member of Con
grove from the Second Congressional District
is t tia State, but at that time agent of the
Stat s, issued a large amount of fraudulent five
per ?ant. stock. This stock woe never regia
tere3 and has been in the market since that
time.
Mr. Cravens resigned the position of State ,
agent, after ha had hold the Offld) but a short
time, and Qov. Willard appointed Mr. Sto
ver to fill the vacancy, and it in more than
likely that he continued to issue these fraud
ulent bonds during his entire term of office,
ante-dating them during Craven's term, in
order to make thom valid, and if possible to
save big own bandsmen.
It is not knotiti to what amount these bonds
have been issued, but more than a million
dollars is known to have been in existence by
the confession of the gulltrparties.
It is but justice to Mr. Cravens to say that
he had no knowledge whatever of the trans
action until afew days since.
The bonds are signed "J. A. Cravens, by. D.
C. Stover, clerk." None of these counterfeit
or spurious Issues have ever bean received
hero for transfer, sines Februsfy 11th, 1850,
and the officers hem have never seen them.
Of course, the war loan or six par cent.
bonds of Indiana, being coupon bonds, hare
no connection with the five per cents. of the
Stets, which ls inscribed stock.
Col. Iludson, the present Adjutant of State,
learned this fraud some months since, and
informed the State authorities here of its ex
istence. Goy. Morton went immediately to
Now York and insisted upon an immediate
arrest, and the prosecution of the guilty par
ties; but Mr. A. Oakey Ilan, the District At
torneY, and Hon. Daniel S. Dickinson, the
Attorney General of New York, on whom the
prosecution will devolve, objected, and in
sisted that these parties could be induced to
take up these, bonds, when an arrangement.

Stover's acoomplices •to redeem twenty-Svc
thousand--dollars- weekly, and up to last
Saturday they bad redeemed over seven him
dred thousand dollars, leaving, es they assort,
about a half million still in the hands of in
nocent parties.
Mr. Stover confesses the crime,
and says
the fonds are all in the hands of his 'accom
plices, twq well known Wall street brokers.
Thoeauto parties have a bank at Denville,
New Jersey, of which Mr. Storer is the Presi
dent. Arrangements have been made for the_
arrest of the guilty parties.

A Union Pilot Seized.. Gen. Burn
'side Retaliates. •
Ncw YORE, May 24.--Gen. Burnside has
seized all the commissioners of .the town or
Edenton N. C.—T. J. Bland, A. 3. Grover,
H. A. Bindl and F.. L . .' Itoberts-- . .and taken
them tehis headquarters; at Newborn. The
fifth conitraistioner was not arrested, beause
Ito was confined to his bed by sickness. They
nii - held as hostages for the safe return °flit.
-White,•a Union pilot, who was soiled by the
Corifederates while on a visit to his wife, at
Edenton; r ..It is:alleged that these commis
sioners connived at Mr. White's arrest, though
.they stonily deny any. complicity with the
matter, and Moist that they had no power•to
prevent it. Gen. Burnside intends to send
one of the commissioners to Raleigh, whither
Mr. White has been conveyed, to demand his
release. The Confederates threaten to hang
Mr. White, and Gen. Burnside intends that
all the commissioners shall swing for it iii
case the Confederates execute their. threat.
They were taken to .Fewhern in the steamer
Ocean Wave, in charge of Major Jardine and
,a guard from his regiment (Hawkes' Zonaves.)
They are somewhat like the Selectmen of a
: Northern town, or the Common Citurqqq4cilmen.
of New Torii, i. e., their functions lar about
the same, though the Edenton Com ission
ers are far superior to the New llor ars in
character and intelligence. Mr. Itoborts'es
peeially is a man of very fine abilities; They.
are somehat non-committal on Mel subject
of their al l e giance, though they affect to de=
plore the results of Secession upon their busi
ness and particularly upon themselves indi
vidually. They state that Mr. White wawa
fisherman in their town, who had behn drafted
as a militiaman b a p their county conscription
I to serve as a home guard. After Herring fif
teen
days he detested, and has ever since acted 1
as a pilot for Burnside.
He visited his wife at night, arid was enr
prised by some Virginia cavalry pickets, who
asked his delivery into their hands by the
'Cummissioners. They said they had nothing
. to do with it officially, but as individdals they
advised that he bo "let alone." They repre
sent their situation as being extremely hard.
There is no Union force to protect them,
though a gunboat goes occasionalljto Eden
ton, and as soon as it leaves the Confederates
rush in and terrify the citizens. Mi. Bland
had been arrested and carried to Raleigh in
the rain, to answer to the charge of giving
aid and comfort to the "enemy," beeause \he
had sold a few artieles to some Union officers
when they first took possession of the town:
Ho was released and exonerated from the •
charge, and his felloisositizens, to compensate
him in some measure for his illegal arrest,
elected him as Commissioner, which has
brought him into his present difficalti.
The Disaster in the Valley.
--
WASHINGTON, May 25.—The city has been
filled with exciting rumors all day in regard
to the fate of the remnant of Gen. Banks' col
umn, left in the vicinity of Strasburg.
After three-fifths of hie army' had been sent
to reinforce Gen. McDowell from the supposed
approach of the rebel forces under . 4ackeon
and Ewell at Fredericksburg, it appears
,now
that the supposition.of Gen. McDowell, that
Jackson and Ewell were pressing upon his
front, was incorrect, and that at the very Mo
ment when he called for these reinforcements
these rebel Generals were still hovering about
Gen. Banks' position, and were not within
60 miles or several days' march of Fredericks 7
burg.
The great canoe of regret hero lit that the
rich valley of the Shenandoah, which bad been
recovered by the advance of Gen. Banks' driv
ing Jackson step by, etep before him from
Winchester to within ten miles of Staunton,,
should be again abandoned to the raids of the
rebels, without having aceomplishedanything.
Prompt efforts have been made to succor
Banks. It is supposed that by to-tarrow
tien. Miles will have reinforced Banki with a
considerable foroo.
It is reported to-night that CoL lienley and
Me Lieutenant Colonel, of the let Moryland
regiment, at Front Royal, and all the regl
meet except forty, have been killed in the at
tack of Johnson upon their position.
The Alarm Subsiding... The Potomac
well Defended.
Wsentsaros, May 26.—The alarm which
was at first occasioned by the reports of
Banks'' retreat and the advance of d'acitson is
rapidly subsidirig. The officers of the gov
ernment were not unprepared for thej move
ment, and have taken steps accordingly.-
, The Secretary of War has perfectedmil
itary arratigemKs, and:no fears atd enter
tained; that an force of the rebels will be
able to cross over to Maryland. '
It is su . pposed thahthe new troops •onling
on will be put. Into the forts about t r o city,
While the more disciplined troops willhe die
tributed as the exigencies may require.—
