The extraordinary movements by whicit
Gen. BANKS was stripped of his troops, and
compelled to fall back to Strasburg, and:
subjected to defeat and disaster, is the
subject of painful inquiry to tho whole coun
try. It was noticed in the Senate, on Mon-.
day, and Mr. Davis, of Kentucky; laid the
blame on Mr. STANTON. Mr. W/LSON, of
Massachusetts, said that the President was
entirely responsible for these movements.

gerations, I suppose we may- fairly estimate
they have . twenty thousand effective men at

ericksburg.'
This account is corroborated by letters re r
coifed In this city from an intetligenl member:,
of Knap'e Battery, dated Front Royal, May
20, which eays :
"Gen. Shields, with 17,000 men, has gone
by Wavrenten, to try to entrap Jackson."'
It would appear from all this that General
McDowell was apprehensive that the whole
force which bad bean before Banks in the.
Valley, had crossed the Blue Ridge, and was
about to fall upon him. Having only 20,000
Men, after Franklin's Division left, be called
for reinforcements, end Banks' men, under
Shields, were rent to him. The fact of the
President going to Fredericksburg ebout the
time the attack was apprehended, gives color
to the supposition of an attack - being antici
pated.
Attlee same time neither Jackson, nor John
son, nor Ewell had left the Valley, but were
massing their men for in attack.
Great Frauds In Indiana State Bonds.
A special dispatch from Indianapolis to the
Cincinnati Gazette, makes the following start
ling disclosures of fraud,
IFLIANAPOLIS, May 25, 1562.
The people of the whole country will be
startled by the exposure of one of the largest
and most gigantic frauds ever perpetrated in
this country. Previous to February, 185 i!, it
was the practice of this State to allow the
agent of the State, residing in the city of New
York, to keep constantly on hand in his office
• largo number of blank certificates of stock,
which were signed and sealed, except by the
agent.
It is now discovered that during the year
165 1 , Mr. D. C. Stover, as the clerk of Hon.
Job 3 A. Cravens, the present member of Con
grove from the Second Congressional District
is t tia State, but at that time agent of the
Stat s, issued a large amount of fraudulent five
per ?ant. stock. This stock woe never regia
tere3 and has been in the market since that
time.
Mr. Cravens resigned the position of State ,
agent, after ha had hold the Offld) but a short
time, and Qov. Willard appointed Mr. Sto
ver to fill the vacancy, and it in more than
likely that he continued to issue these fraud
ulent bonds during his entire term of office,
ante-dating them during Craven's term, in
order to make thom valid, and if possible to
save big own bandsmen.
It is not knotiti to what amount these bonds
have been issued, but more than a million
dollars is known to have been in existence by
the confession of the gulltrparties.
It is but justice to Mr. Cravens to say that
he had no knowledge whatever of the trans
action until afew days since.
The bonds are signed "J. A. Cravens, by. D.
C. Stover, clerk." None of these counterfeit
or spurious Issues have ever bean received
hero for transfer, sines Februsfy 11th, 1850,
and the officers hem have never seen them.

Ncw YORE, May 24.--Gen. Burnside has
seized all the commissioners of .the town or
Edenton N. C.—T. J. Bland, A. 3. Grover,
H. A. Bindl and F.. L . .' Itoberts-- . .and taken
them tehis headquarters; at Newborn. The
fifth conitraistioner was not arrested, beause
Ito was confined to his bed by sickness. They
nii - held as hostages for the safe return °flit.
-White,•a Union pilot, who was soiled by the
Corifederates while on a visit to his wife, at
Edenton; r ..It is:alleged that these commis
sioners connived at Mr. White's arrest, though
.they stonily deny any. complicity with the
matter, and Moist that they had no power•to
prevent it. Gen. Burnside intends to send
one of the commissioners to Raleigh, whither
Mr. White has been conveyed, to demand his
release. The Confederates threaten to hang
Mr. White, and Gen. Burnside intends that
all the commissioners shall swing for it iii
case the Confederates execute their. threat.
They were taken to .Fewhern in the steamer
Ocean Wave, in charge of Major Jardine and
,a guard from his regiment (Hawkes' Zonaves.)

advised that he bo "let alone." They repre
sent their situation as being extremely hard.
There is no Union force to protect them,
though a gunboat goes occasionalljto Eden
ton, and as soon as it leaves the Confederates
rush in and terrify the citizens. Mi. Bland
had been arrested and carried to Raleigh in
the rain, to answer to the charge of giving
aid and comfort to the "enemy," beeause \he
had sold a few artieles to some Union officers
when they first took possession of the town:
Ho was released and exonerated from the •
charge, and his felloisositizens, to compensate
him in some measure for his illegal arrest,
elected him as Commissioner, which has
brought him into his present difficalti.
The Disaster in the Valley.

WASHINGTON, May 25.—The city has been
filled with exciting rumors all day in regard
to the fate of the remnant of Gen. Banks' col
umn, left in the vicinity of Strasburg.
After three-fifths of hie army' had been sent
to reinforce Gen. McDowell from the supposed
approach of the rebel forces under . 4ackeon
and Ewell at Fredericksburg, it appears
,now
that the supposition.of Gen. McDowell, that
Jackson and Ewell were pressing upon his
front, was incorrect, and that at the very Mo
ment when he called for these reinforcements
these rebel Generals were still hovering about
Gen. Banks' position, and were not within
60 miles or several days' march of Fredericks 7
burg.
The great canoe of regret hero lit that the
rich valley of the Shenandoah, which bad been
recovered by the advance of Gen. Banks' driv
ing Jackson step by, etep before him from
Winchester to within ten miles of Staunton,,
should be again abandoned to the raids of the
rebels, without having aceomplishedanything.
Prompt efforts have been made to succor
Banks. It is supposed that by to-tarrow
tien. Miles will have reinforced Banki with a
considerable foroo.
It is reported to-night that CoL lienley and
Me Lieutenant Colonel, of the let Moryland
regiment, at Front Royal, and all the regl
meet except forty, have been killed in the at
tack of Johnson upon their position.

was at first occasioned by the reports of
Banks'' retreat and the advance of d'acitson is
rapidly subsidirig. The officers of the gov
ernment were not unprepared for thej move
ment, and have taken steps accordingly.-
